Description
This is not a Request for Proposal (RFP). The purpose of this Request For Information (RFI) is to solicit industry feedback regarding a Mobile CAC PIN Reset System. The Department of Defense is seeking industry solutions for a hand-held Common Access Card (CAC) Personal Identification Number (PIN) Reset device. This single purpose device must provide authentication and secure communication services for users and car dholders to support PIN reset. In order to prevent CAC holders from re-visiting a Defense Eligibility Enrollment System-Realtime Automated Personnel Identificatin System (DEERS-RAPIDS) workstation every time they forget, lose, or lock their Personal Ident ification Numbers (PIN), the government is exploring the possibility of a portable, hand-held device that would remove the burden of the individual CAC holder from returning to an issuance facility or CAC PIN Reset (CPR) workstation. The portability aspect of this hand-held device is critical though never been tested in this environment and it may present unique challenges not the least of which deal with information assurance. It would also save hundreds of thousands of cardholders a great deal of time, resulting in a significant cost avoidance to the government. In short, the government is interested in doing a market search with the intent to explore what innovative industry solutions may exist that would allow the card-holders to reset their PIN locally. The hand-held device must support the following technical interfaces/specifications: {Send an email to technical poc shown below to be sent a graphical depiction of the technical interfaces/specifications). The interfaces are defined as: DEERS secure wireless interface is required to authenticate the trusted agent, and to download a photograph and fingerprint to authenticate the CAC holder. The photograph will be displayed on the hand-held device for visual verification by a trusted opera tor. This a mutually authenticated v3 session established at the secure socket layer. Subsequently the identity certificate of the Trusted Agent is sent to DEERS to corroborate this Trusted Agent is allowed to use the CPR application. The downloaded data is passed in a proprietary transfer record format. The CAC Issuance Portal ?????? to request the DMDC CAC management service capable of unlocking the PIN. The session is established at the secure socket layer. The Identity certificate is of the trusted agent is sent to the Issuance Portal to confirm the t rusted agent has authority to perform this operation. In turn, the Issuance Portal establishes a Global Platform secure channel session inside the SSL session to interact with the card. Card Issuer specific keys reside at the CAC issuance portal in order to be able to communicate securely with the CAC. A biometric reader is required to capture the fingerprint image of the CAC holder to verify identity. The handheld device will match the live scan of the fingerprint to the fingerprint image or template of the CAC holder retrieved from DEERS. A smart card reader - to read/update the CAC that is undergoing a PIN reset (cardholder). A smart card reader - to authenticate the trusted agent??????s CAC (CTA). This is strictly a Request for Information (RFI) and not a formal solicitation. Proposals should be limited to 2 typed pages in Microsoft Word format and include point of contact information. Responses will be accepted until 2 July 2004. Only electronic responses will be accepted.
