AMENDMENT TO RFQ0155186: THE RESPONSE DATE IS EXTENDED UNTIL MAY 28, 2004, 3PM, EST. ALL OTHER INSTRUCTIONS REMAIN THE SAME. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Request for Quote (RFQ) number is RFQ 0155186, and is being conducted as a 100% Small Business Set Aside under the procedures of FAR Part 12, for brand name or equal for Sony Portable DVD Players. The North American Classification System Code (NAICS) is 334310, and the size standard is 750 employees. The RFQ incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2001-23. The Federal Bureau of Investigation (FBI) has a requirement for a one time, firm fixed price purchase of the following products: Item 1) Quantity 75; Sony DVPFX701 Portable DVD Player. If items called for by this RFQ have been identified in the synopsis/solicitation as ?brand name or equal? description, such identification is intended to be descriptive, not restrictive, and to indicate the quality and characteristics of products that will be satisfactory. Note: In accordance with FAR 11.104(b), offeror must give general description of the salient physical, functional, or performance characteristics of the brand name item that an equal must meet. Quotes offering ?equal? products (including products of the brand name manufacturer other than the one described by the brand name) will be considered if such product(s) are clearly identified in the quote and is (are) determined by the FBI to meet fully the salient characteristic(s) of those items. Unless the vendor clearly indicates in their quote that they are offering an ?equal? product, the quote shall be considered as offering the brand name product referenced in this synopsis/solicitation. If the offeror proposes to furnish an ?equal? product, the brand name of the product to be furnished shall be provided in the quote. All quotes will be considered. The minimum requirements are: a portable DVD player which is compatible with Sony DDCR-DVD 201 Handycam; Audio/Video inputs allowing the unit to be used as a monitor; S-video output, Composite video output; Analog audio output; DC adapter for in car use; at least 7 inch screen with slim chassis and battery; Video Horizontal Resolution, 500 TV lines. The above listed characteristics are intended to be descriptive, not restrictive. The evaluation of quotations and the determination as to equality of the product shall be the responsibility of the Government and will be based on information furnished by the vendor. The purchasing activity is not responsible for locating or securing any information, which is not identified in the quotation and reasonably available to the purchasing activity. To insure that sufficient information is available, the vendor must furnish as a part of his/her quotation, all descriptive material (such as cuts, illustrations, drawings or other information) necessary for the purchasing activity to determine whether the product meets the minimum salient characteristics. If the vendor proposes to modify a product to make it conform to the requirements of this announcement, s/he shall include a clear description of such proposed modifications and clearly mark any descriptive material to show the proposed modifications. The government reserves the right to request product samples, which can be tested for compatibility. Standard commercial warranty is one year. Delivery of items shall be thirty (30) days after receipt of order. The delivery shall be FOB Destination. All quotes shall be submitted to the following address: FBI Academy, Hogan?s Alley ?Building 15, Quantico, VA 22135, Attn.: Mrs. Margaret D. Einspahr, no later than 3:00 PM, EST, May 21, 2004. Quotes must be clearly marked with RFQ 0155186. Offerors are hereby notified that if your quote is not received by the date/time and location specified in this announcement, it will not be considered. OFFOERORS ARE TO INCLUDE A COMPLETED COPY OF THE PROVISION AT 52.212-3, OFFEROR REPRESENTATIONS AND CERTIFICATIONS ? COMMERCIAL ITEMS, (May 2004), WITH THEIR OFFER. Addendum to 52.212-2(a) award will be made on the basis of technical ability of proposed items meeting or exceeding the Government?s requirement, past performance, and price. Technical ability when combined with past performance is equal to price, however, as quotes become more equal in their product merit, the evaluated cost or price becomes the determining factor. Each offeror shall submit three references for past performance evaluations for similar types of acquisitions. THE GOVERNMENT MAY EXCLUDE OFFERS THAT FAIL TO PROVIDE THREE REFERENCES FOR PAST PERFORMANCE EVALUATION. Past performance will be based on telephonic performance evaluations received from previous contacts provided with quotes. The evaluation of this RFQ will be in accordance with Part 12 of the FAR. Offerors must acquaint themselves with the new regulations concerning Commercial Item acquisition contained the FAR Part 12, and must ensure that al Representations and Certifications (located on the internet) are executed and returned as required in this synopsis/solicitation.
