Description
The Bureau of Prisons is seeking a Request for Quote from sources having the ability to provide OUT-PATIENT assessment and counseling services and Mental Health Services within two-three miles of the Capitol Pavilion CCC, located at 2012 North Fourth Street, Harrisburg, PA and on a local public transportation route, for drug abuse treatment services and mental health services for male and female Federal offenders (inmates) held under the authority of various United States Statutes. Performance period under this contract will be for a one year base period to begin on October 1, 2004 with four (4) one year option periods, with service ending (if all option years are renewed) on September 30, 2009. The services required for this contract include: Base Period: October 1, 2004 to September 30, 2005. Estimated Number of Inmates 30. (30) Intake Assessments (one per inmate); Individual Counseling Sessions (30 minute sessions per inmate) 14 Individual units x 30 inmates = 420 total units; Group Counseling Sessions (30 minute sessions per inmate) 13 Group Units x 30 inmates = 390 total units. Option Year One: October 1, 2005 to September 30, 2006. Estimated Number of Inmates 32. (32) Intake Assessments (one per inmate); Individual Counseling Sessions (30 minute sessions per inmate) 14 Individual units x 32 inmates = 448 total units; Group Counseling Sessions (30 minute sessions per inmate) 13 Group Units x 32 inmates = 416 total units. Option Year Two: October 1, 2006 to September 30, 2007. Estimated Number of Inmates 34. (34) Intake Assessments (one per inmate); Individual Counseling Sessions (30 minute sessions per inmate) 14 Individual units x 34 inmates = 476 total units; Group Counseling Sessions (30 minute sessions per inmate) 13 Group Units x 34 inmates = 442 total units. Option Year Three: October 1, 2007 to September 30, 2008. Estimated Number of Inmates 36. (36) Intake Assessments (one per inmate); Individual Counseling Sessions (30 minute sessions per inmate) 14 Individual units x 36 inmates = 504 total units; Group Counseling Sessions (30 minute sessions per inmate) 13 Group Units x 36 inmates = 468 total units and Option Year Four: October 1, 2008 to September 30, 2009. Estimated Number of Inmates 38. (38) Intake Assessments (one per inmate); Individual Counseling Sessions (30 minute sessions per inmate) 14 Individual units x 38 inmates = 532 total units; Group Counseling Sessions (30 minute sessions per inmate) 13 Group Units x 38 inmates = 494 total units. For mental health services: Base Period and Option Year One, Option Year Two, Option Year Three, and Option Year Four respectively: Estimated Number of Inmates 3. (3) Mental Health Intake Assessment and Report (1 per inmate). (6) Medication Monitoring (two per inmate). The services described shall be in accordance with the Federal Bureau of Prisons Community Transitional Drug Abuse Treatment (TDAT) Statement of Work, dated January 2004. The estimated closing date is o/a June 28, 2004. All responsible sources may submit a quote which will be considered by this Agency. The RFQ will be posted o/a May 28, 2004. Faith-Based and Community-Based organizations have the right to submit offers/bids/quotes equally with other organizations for contracts for which they are eligible.
