- Notice of Intent pursuant to FAR 6.302-1, Only One responsible Source of Supplies or Services will Satisfy Agency Requirements, Western Area Power Administration, Sierra-Nevada Regional Office (SNR) intends to enter immediately into negotiations on a sole source basis with Dynamic Software, Folsom, CA; a small business for system integration for the SNR Scheduling and Settlements and Power Billing System packages. These systems are mission critical to insure compliance with PO4 implementation. The knowledge of SNR's Settlements and Scheduling architecturePower Billing System and related business rules preclude consideration of any other sources. THIS IS NOT A SOLICITATION OR INVITATION FOR BIDS. THE GOVERNMENT DOES NOT ANTICIPATE ANY RESPONSE TO THIS NOTICE OF A NON-COMPETITIVE ACTION. IF PARTIES INCURE COSTS ASSOCIATED WITH THE PREPARATION AND SUBMISSION OF A PROPOSAL, ANY COSTS INCURRED IN RESPONSES TO THIS ANNOUNCEMENT ARE THE SOLE RESPONSIBILITY OF THE RESPONDENT AND WILL NOT BE REIMBURSED BY THE GOVERNMENT. All parties having the capabilities to perform the services described must provide a capability statement to be received within 3 days of publication of this announcement to Western Area Power Administration, ATTN: S.
