Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with Subpart 12.6 and Part 13 of the Federal Acquisition Regulation, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. Quotes are being requested and a written solicitation will not be issued. Solicitation number NCNL5000-4-00002 is issued as a Request for Quotations. The U.S. Department of Commerce, NOAA/NOS National Geodetic Survey Systems Development Division, has a requirement for systems analysis and programming services in support of National Geodetic Survey?s OnLine Positioning User Services (OPUS) system and Continuously Operating Reference Stations (CORS) programs. The CORS and OPUS programs provide data and services to the public through a number of web interfaces. Each requires a large software and hardware infrastructure to support the service. Customers and constituents continue to suggest ways in which the products and delivery methods may be improved. These suggestions are reviewed by NGS management and the appropriate Configuration Control Board, and the most significant are adopted for implementation. A contractor is needed to participate in these decisions and to produce the required code. The contractor will perform tasks relating to the maintenance and enhancement of the computer code comprising the NGS OnLine Positioning User Services (OPUS) system. The North American Industry Classification System Code (NAICS) is 541511. This procurement action is set aside exclusively for small business concerns. A firm is a small business for the purpose of this requirement if its size standard is $21.0 million. The Statement of Work entitled ?National Geodetic Survey?s Continuously Operating Reference Programming Support,? dated 5/07/04 is attached. This is a firm fixed price procurement using simplified acquisition procedures. Responses must be sent electronically in MS Word format to phillip.Harrell@noaa.gov and in paper no later than 3:00pm on June 3, 2004 to Phillip Harrell, Acquisition Management Division, National Oceanic and Atmospheric Administration, 1305 East West Highway, Suite 7143, Silver Spring, Maryland 20910. Responses shall be no more than 12 pages and shall include the following: 1) Contractors capabilities overview; 2) Past performance information (relevant experience to perform the required services); 3) Short resumes of personnel to provide services; and 4) Price. Interested contractors shall develop a Deliverables and Payment Schedule based upon the information provided in the Statement of Work All responses will be evaluated on a best value basis using the following Evaluation Criteria: 1) Quality of Personnel ? the measure of potential for successful performance; 2) Knowledge of Geodesy and CORS; 3) Knowledge of Perl language 4)Technical and Management Approach ? the likelihood of effectively meeting requirements; 5) Past Performance ? the relevance and quality of prior performance; and 6) Firm Fixed Price.
