Description
The National Institute of Standards and Technology (NIST) wishes to identify potential sources to provide experimental work services to explore and develop terahertz (THz) spectroscopic and imaging methods for Homeland Security applications.*****The Government anticipates that capable firms/parties will possess the following qualifications: (a) Ph.D level scientists (Physics or Chemistry degrees) with 3 or more years of post-doctoral experience in the area of femtosecond laser spectroscopy and optical design. (b) Demonstrated prior work with pulsed Terahertz spectroscopic and imaging methods. *****Required Tasks will include, for example, the following: (1) Generate 0.5-3 THz material spectra to evaluate qualifications for material identification purposes (e.g., features vs baseline?); Produce THz spectral database (Excel format) in low frequency region for as many BWA/CWA, hoax and simulant materials available; Use database spectral comparison algorithm(s) to provide unknown ?hit? rates under screening test conditions. (2) Evaluation and spectral data of transmission through various glass types (flint, quartz, bottle) and thicknesses in the 1-3 THz spectral region; Provide high quality transmission data of all available plastics previously studied in the 1-3 THz region for reference spectra. (3) Determine whether THz pulse reflection waveforms can be used or modified to assess material layers and/or identification; Assess spatial resolution or interference effects from reflection configuration; Develop reflection waveform analysis or deconvolution algorithm to extract or remove container reflection artifacts for material spectroscopic identification. (4) Generate THz images (without spectral identification) in transmission or reflection mode as close to video rate as possible with sufficient spatial extent to identify possible threat objects inside containers (e.g., glass, plastic, paper); Perform reflection imaging testing and generate THz images in step-scan mode to assess whether phase information can identify threat objects in containers; Generate long step-scans and analyze resultant 2-D hypercubes to determine whether large bandwidth and high resolution temporal data can be transformed to spectral images for threat object identification. (5) Evaluate whether available THz generating/detecting crystals (e.g., ZnTe, GaP, GaSe) can be used to obtain high frequency, narrow-band spectral detection; Determine if high frequency scanning in reflection or transmission mode improves image spatial resolution for rapid object identification inside containers.*****THIS SOURCES SOUGHT NOTICE IS BEING ISSUED FOR INFORMATION AND PLANNING PURPOSES ONLY AND IN NO WAY COMMITS THE GOVERNMENT.** This is not a solicitation for proposals, nor will a contract/order be awarded in response to this notice.** Costs associated with vendors? providing information in response to this announcement and any additional requests for information and/or materials will NOT be reimbursed.*****Interested, capable vendors/parties shall submit a capability statement in response to this Sources Sought Notice, including, at a minimum, the following: * (a) Technical discussion of vendor?s ability to perform the type of experimentation services described above; (b) Name of Company-include a contact person's name, telephone number, and email address; (c) Company Address; (d) Company Size (please specify as either-Large, Small, Small Disadvantaged, Woman Owned Small Business, Veteran Owned Small Business, Service-Disabled Veteran Owned Small Business, 8(a), or Hubzone Small Business); (e) Identify whether you are interested in this acquisition as a prime contractor or a subcontractor; (f) Identify whether the services identified in herein are of a type offered and sold competitively in substantial quantities in the commercial marketplace based on established catalog or market prices and whether these services are exclusively provided to the Government; (g) Identify standard commercial terms and conditions typically associated with these services; (h) Describe experience and past performance with similar types of requirements of similar scope and magnitude and whether they were performance-based (with contract number, Government agency name and address and contract funded amount; (i) Identify existing or potential pricing structure in support of this type of work; (j) Identify qualifications of technical and management personnel; and (k) Identify and clearly mark any proprietary processes or data.***Vendors shall submit response, via email, facsimile (FAX: (301) 975-6273), or by mail in duplicate (one original and one copy) to, National Institute of Standards and Technology, ATTN: TAMARA GRINSPON, Acquisition and Logistics Division/Contracts, 100 Bureau Drive?STOP 3571, Gaithersburg, MD 20899-3571, on or before 3:00PM EST, May 27, 2004.
