- Description
- Water Treatment System Design-Build ? for Dorena Genetic Research Center, east of Cottage Grove, Oregon; This project is for the design and construction of a raw water treatment system for irrigation purposes; The purpose of the system is to remove or kill Phytophthora species and other water-borne pathogens; The system includes raw water collection, pre-treatment filtration, chlorination, storage, and system controls; Design submittals and reviews are required at 30% design completion, 90% and 100%; The Contractor is required to provide all necessary design, and, based on that design and the technical requirements of the contract, to construct the system ready for use; Offerors must be currently registered in the Central Contractor Registration system www.ccr.gov; This is a Request For Proposals using a TWO PHASE solicitation process; Under PHASE I Offerors are required to submit a Technical Proposal providing their performance capabilities for both the design of the project and for completion of the subsequent construction of that design; Detailed Questionnaires are provided for the purpose of providing this information; No pricing is to be provided under PHASE I; Evaluation criteria for PHASE I include the Contractor?s Overall Technical Approach and Management, Design Team Technical Capability, Construction Capability, and Past Performance History; Government evaluation will rate the technical proposals on a best value basis; The selection process will establish a competitive range of the highest rated Offerors not to exceed five (5) for continued participation under PHASE II of the solicitation; PHASE II participants will submit both a Price Proposal and additional Technical Proposal information providing Contractor?s Scheduling, Self-Performed Work Plan, and a Small Business, Small Disadvantaged Business, and Women-Owned Small Business Participation Plan; Additional Government evaluation will determine the best overall value to the Government based on Technical Proposal information received via both PHASE I and PHASE II, Past Performance History, and Price; The resultant award is anticipated to be for one firm-fixed price contract; A target ceiling of $130,000 applies; NAICS 221310; Hard copies of this solicitation are not available; See Note 26.
