Description
This procurement opportunity previously was offered as solicitation GS02P03PWC0104, but was cancelled pursuant to FAR 14.404-1(c)(6). The Government hereby re-announces its requirement to procure under line item 0001 of this project approximately 1886 sq. ft. of space alteration at the Fifth Floor North Wing at the James T. Foley Courthouse in Albany, NY. This area will be converted to Grand Jury Space for the U.S. District Court of New York - Northern District. The Contractor under line item 0001 will remove several rooftop AHUs and associated ductwork systems, bathroom plumbing systems, plaster ceilings that are coated with lead paint, vinyl asbestos tile, acoustical tile ceiling systems, light fixtures, concrete vault, sprinkler piping systems, door frames and partition walls. The new line item 0001 work includes the construction and installation of the following items: soundproof wall partitions, uninsulated wall partitions, millwork, elevated platforms, painting, vinyl wall coverings, carpet, VCT flooring, fixed seating, acoustical tile ceiling systems, receptacles, light fixtures, panelboards, fire alarm installations, ductwork systems and air outlet devices, sprinkler piping systems, plumbing rough-ins, bathroom fixtures, roof patching, and phone/data conduit systems. This project incorporates one Option Work Item (line item 0002) that may be exercised by the Government if funds are available. Under the option, approximately 3614 sq. ft. of floor space that is located in the Fifth Floor North Wing at the James T. Foley Courthouse adjacent the base bid work site will be gutted and provided with a sprinkler protection system. The demolition work pursuant to the line item 0002 work site and the base bid work site are similar. The magnitude of this construction project for the base and option bid combined value is estimated between $500,000.00 and $1,000,000.00. The North American Industry Classification System (NAICS) code is 236220 and the size standard is $28.5 million. Performance and payment bonds will be required following award pursuant to the Miller Act. A bid guarantee also is required. The solicitation will contain a 10% Price Evaluation Preference for HUBZone small business concerns pursuant to FAR 52.219-4; and an additional 10% Price Evaluation Adjustment will be available to small disadvantaged business concerns from the states of AL, AR, IL, IN, KY, LA, MI, MS, NJ, NY, OH, OK, PA, TN, TX AND WI pursuant to FAR 52.219-23 (ALT II). The required construction completion date is 220 days commencing one day after the notice to proceed. The tentative solicitation release date is no earlier than 15 days after posting the presolicitation synopsis in FedBizOpps. This solicitation incorporates documents that are not available electronically on the Governmentwide Point of Entry (GPE). Interested parties may access the solicitation at http://www.fedbizopps.gov. This site provides instructions for downloading the solicitation file. The solicitation, amendments to the solicitation, specifications and drawings will be available through a secured Internet site. Interested parties shall send all requests to access the secured Internet site and requests for the solicitation to the attention of Harriet Mortas at the e-mail or mailing addresses shown in this presolicitation notice. Contractors are requested to provide a street address, telephone number, business license or other documentation granted by the state or local jurisdiction to conduct business, valid DUNS number, valid IRS Tax ID Number and e-mail address. Contractors also will be required to sign a Document Security Notice. Once the request for the solicitation has been accepted, an e-mail will be sent to the e-mail address provided. The e-mail will provide instructions for entry into the secured Internet site and access to the solicitation. Contractors should request e-mail notification from FedBizOpps in order to remain apprised of solicitation.
