Description
This is a combined synopsis/solication. The General Services Administration intends to solicit, negotiate, and award a sole source, Firm-Fixed Price contract, under Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures, to SEA (Advanced Products) Ltd. located in Frome, United Kingdom. The procurement is to upgrade the existing SEA swath bathymetry systems to the latest model at U.S. Geological Survey (USGS), Redwood City, California. SEA (Advanced Products) Ltd was determined to specifically address the unique requirements being utilized by U.S. Geological Survey. The U.S. Geological Survey Western Region Coastal and Marine Geology Team require a state of the art portable combination bathymetry and side scan system. Seafloor mapping is a major part of the USGS programs. This system compliments existing side scan and sub-bottom seismic systems and allows the USGS to move ahead with technology. The SEA Ltd SEASWATHplus system meets those requirements. The system is designed with heave compensation and motion sensors, and can be accurately navigated which are major parts to a quality seafloor mosaic. The USGS already owns a system that is located with our Eastern Region Coastal and Marine Geology Team that has been in use for approximately the last 3 to 4 years. The SEA SWATHplus system is an affordable rigid pole mount system that can be used on a wide range of vessels. SEA (Advanced Products) Ltd is the only source for this requirement and is solely capable of responding to ongoing support requirements. The requirement specifications are attached to this synopsis for industry information. The proposed action is for supplies/services for which the government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. The government believes that only one responsible source can provide the supplies/services that will satisfy the agency requirements. This notice is not a request for competitive quotes. The applicable North American Industry Classification (NAICS) Code is 334511 and the size standard is 750 employees. All interested parties must submit a capability statement that sufficiently describes their qualifications, capabilities, and previous experience related to fulfilling a similar requirement via e-mail to diemle.phan@gsa.gov by 4:00 p.m., PST, May 31, 2004. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
