- Pre-Solicitation Notice for Base and Military Family Housing Refuse Services Initially posted 31 Mar 04, with incorrect NAICS code 562211. This requirement is being set aside as an 8(a) competitive acquisition. The contractor shall provide all management; tools, supplies, equipment and labor necessary to perform all functions of refuse collection at Charleston AFB, South Carolina in accordance with all federal and state applicable laws, regulations and commercial practices. Scope of work includes: Pickup and disposal of refuse from approximately 1400 housing units and 126 industrial container stations ranging from 6, 20, 40 cubic yards. Estimated tonnage for removal/disposal for this requirement is 300 tons per month. This will be a firm-fixed price contract with a 12 month base year and four (4) one year option periods with a possible additional five (5) incentive option year (12 month) periods based on performance. The applicable North American Industry Classification System (NAICS) code is 562111 with a small business size standard of $10,500,000.00. The successful contractor will be selected using Performance Price Tradeoff (PPT) procedures, resulting in the best value to the Government. It is anticipated the solicitation will be issued electronically on or about 4 May 2004 on the Federal Business Opportunities web page at http://www.eps.gov. Paper copies will not be available. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents. All prospective contractors must be registered in the Central Contractor Registration (CCR) in order to be eligible for award and 8(a) status must be current in Pro-Net.
