Description
The objective of this acquisition is to acquire the engineering services of a qualified contractor to provide code improvements, developmental assessment, and engineering analyses on an as needed basis. Specific tasks will be defined through the issuance of individual Task Orders and typically will consist of the following type of work: PTS analysis, RADTRAD Enhancements and Improvements, BWR Synergy, AP1000 Analysis, and TRACE Code Consolidation Developmental Assessment, among others. The contractor shall provide computer programmers who have experience and knowledge of various versions of TRACE, RELAP5/MOD3, SNAP, PARCS, SCDAP, RADTRAD, PYGI, AcGrace (formerly Xmgr5) , the automated development assessment (Auto-DA) script and the Data Bank. The contractor shall also provide analysts who have experience and knowledge of thermal-hydraulic and reactor physics principles, numerical methods and modeling for both transient and accident analyses of both operating and advanced PWRs and BWRs. In addition, computer capabilities to perform code development, validation, and assessment are required. Finally, there must also be diversity in the computer hardware availability and software capabilities to match systems used by most of the users (i.e., SUN, HP, IBM, SGI, DEC, and PC/Windows.) The proposed contract will be for a three-year period of performance. The Request for Proposal (RFP) will be available on or about February 23, 2003 and the Closing date for proposals will be on or about March 22, 2003. The solicitation will be available solely through the FedBizOpps website at http://www.fedbizopps.gov. All future information regarding this acquisition, including solicitation amendments, will be distributed solely through the FedBizOpps website. The FedBizOpps website provides downloading instructions. Hard copies of the solicitation document and its related documents, as appropriate, will be posted at this website, therefore, interested parties are requested not to send letters, e-mails or faxes requesting copies of the RFP. Accordingly, telephoned, mailed, e-mailed or faxed requests will not be honored. Interested parties are responsible for monitoring the FedBizOpps website to assure that they have the most up-to-date information regarding this acquisition. The Government will not reimburse interested parties for any costs associated with responding to this solicitation. The size standard for this acquisition is an average of $4 million over the past three years, as set forth under NAICS code 541330. Proposals for this requirement may be submitted by all concerns, i.e., large businesses, small business, and small businesses owned and controlled by socially and economically disadvantaged individuals. Notice to large businesses: The subcontracting plan requirements of P.L. 95-507 are applicable to this effort. Thus, all large businesses must be prepared to submit a detailed subcontracting plan. All businesses, large and small, interested in teaming arrangements, should send their business information (i.e., organization name, address, size of business, contact name and phone number) to the NRC Contract Specialist listed at the end of this notice. The NRC will post this information in a Teaming Opportunities list with the solicitation. In order to allow the Contract Specialist time to finalize the list and post it at the same time the solicitation is posted, all business information shall be received no later than February 20, 2004, at 5:00 p.m. All parties are advised that this list is not representative of all sources that may have an interest in the solicitation, which is available on the FedBizOpps website.
