Description
QUESTIONS AND ANSWERS RFP number H92222-04-R-0029 regarding Global Broadcast Operations Technical Program Management Support. 1. QUESTION: It is my assumption from the posting that this bid represents a search for a contractor who will work to place programming from JPSE/USSOCOM on current shortwave outlets available around the world. Is this assumption correct? ANSWER: No. We are looking for a contractor who has global reach capability via shortwave broadcast. Using a ?placement? capability would probably not meet mission needs and requirements. It is however understood that the contractor may be required to use partnered companies or sub contract work to fulfill this requirement. 2. QUESTION: It is also my assumption that this contractor will supply the equipment/expertise necessary to ensure the successful, secure distribution of said programming to the various shortwave outlets. Is this assumption correct? ANSWER: Yes. The JPSE will provide final products to the contractor who will be responsible for distribution and dissemination to regional, trans regional and/or global audiences. 3. QUESTION: It is my assumption that the programming is pre-produced by JPSE/USSOCOM, not by the contractor. Is this assumption correct? ANSWER: Yes. Vendor will be provided with final products for broadcast. 4. QUESTION: With the cost of shortwave time available in such a wide window, based on a whole host of factors, are you looking for an AVERAGE price for the Hourly Broadcast Time, or one fixed rate to which we will bid? With your range of 1200 to 28,800 hours, there could be a SIGNIFICANT difference in pricing. ANSWER: We are looking for a fixed rate price. 5. QUESTION: I assume that the word 'vendor' is used to suggest the actual shortwave outlet. Is this assumption correct? ANSWER: No. Vendor is used to describe the party responsible for movement of final products to include distribution and dissemination. 6. QUESTION: Is it the intention of the JPSE/USSOCOM to provide a 24-hr a day broadcast network via shortwave, thus the search for the contractor? Or are we only looking at specialty programming? ANSWER: The JPSE is looking for a 24-hour capability. While actual times will vary by market and audience analysis, most programming will occur for 18-24 hours per day. 7. QUESTION: What region(s) of the world do you plan to target? That will be a determining factor in building a bid, as securing access to the most reasonably priced but most effective transmitters vary from region to region around the world. ANSWER: As stated in the proposal the JPSE has a Global dissemination requirement. The actual locations will change based on world events and reqirements. 8. QUESTION: Will the contractor be required/requested to operate from MacDill AFB? ANSWER: No. However, the contractor may be required to attend an award briefing at MacDill AFB, and program briefings at locations to be determined. 9. QUESTION: What will be the level of interaction between the contractor and military liaisons? ANSWER: The contractor will be required to meet with the military as required. Level is unknown at this time. The intent is to limit the contacts. All official contact will be coordinated through the JPSE in coordination with the contractor. 10. QUESTION: Is this a Support/Services contract only or is there equipment/system upgrades involved? ANSWER: This is a Support Services contract.
