- This project will involve construction of ductlines and manholes for two 45kV circuits and a SCADA system, a new Back Air Force Switching Station including the switchgear and metering infrastructure, walls for the transformer yard, substation buildin g to be named the Mamala Substation, environmental testing for ductline excavation, and installation of 11.5kV circuits to shift loads from the old Back Station to the new Back Station. Ductline construction to provide new electrical service from a pole n ear the existing HECO Hickam (Front) Substation to the new HECO Back Substation. Along with the new Mamala Substation, there will be Hawaiian Electric Company (HECO) design and construction efforts for 46kV structures and transformers to support the exist ing and planned development for Hickam AFB. The new capacity should be adequate to accommodate the existing 2002 peak base load of 25.4 MVA and the projected increase by 11.8MVA to 37.2MVA by 2005 and to 38.6MVA by 2007 and beyond. The estimated cost of t he proposed project is between $5 Million and $10 Million. This is an UNRESTRICTED procurement utilizing Electronic Bid Sets (EBS). Traditional hard copies of plans and specifications will NOT be available for this project. Solicitation plans specificatio ns will be made available for viewing and/or downloading via the Honolulu District Contracting Website http://www.poh.usace.army.mil/pohct/contracting.asp on or about May 28, 2004. Solicitation documents will NOT be issued on CD ROM format unless the gove rnment determines that it is necessary. If the Government determines that issuance of the initial solicitation on CD ROM is necessary, the CD ROM will be provided at no cost to self-registered contractors at the website mentioned above. However, the Gove rnment reserves the right to issue follow-on amendments to the solicitation on the website. It is therefore the Contractors responsibility to check the Honolulu District Contracting Website daily for any posted changes to the solicitation. All offerors a re encouraged to visit the Army Single Face to Industry Website at: https://acquisition.army.mil/asfi to view other business opportunities. Offerors should register themselves on the Honolulu District Contracting Website to view/download a copy of this so licitation.
