Description
This solicitation is 100 percent set-aside for small business. The assigned NAICS is 562910 (SIC 8744) with a size standard of 500 employees. The Texas National Guard has a requirement for the removal, cleanup and testing to clothing and equipment stored in a lead contaminated indoor firing range at 1775 California Crossing, Dallas, Texas. The primary objective of the contract will require the contractor to remove, encapsulate or abate lead. Contractors are invited to a pre-solicitation site visit on 13th May 2004 at 10:00am starting in front of the flagpole at site location to view clothing and equipment that was stored in the lead contaminated area. All interested vendors are requested to fax a confirmation on company letterhead to (512) 782-550 3 not later than March 12, 2004 indicating their intent on attending the site visit (including names of attendees). This procurement will be conducted in accordance with FAR Part 15.3, Source Selection, and using the Best Value Procurement Process. Best Value will be determined using a Trade Off process, comparing price, technical and other factors. Contract award will be made to the offeror proposing the best value to the Government from a technical and price standpoint. Competitive proposals will be e valuated based on the evaluation criteria set forth in the solicitation package. The technical evaluation factors, when combined, are considered significantly more important than cost/price. Technical evaluation factors are as follows: (1) Corporate Expe rience, (2) Corporate Past Performance, (3) Experience/Qualifications of Key Personnel, (4) Technical and Management Approach, (5) Small Business Utilization, and (6) Financial and Management Systems. The Request for Proposal (RFP) will be available on or about 19 May 2004. In order to comply with the Debt Collection Improvement Act of 1996, all contractors must be registered in the Central Contractor Registration (CCR) to be considered for award of a Federal contract. The solicitation will be provided in an electronic format, free of charge, to all registered plan holders. Solicitation will be issued on or about 19th May 2004. This solicitation will not be issued in a paper format.
