REQUEST FOR INFORMATION MODIFICATION OF SYNOPSIS F108 ORGANIC REPAIR DEVELOPMENT/COMMERCIAL WORKLOAD This synopsis FA8104-04-R-0217 is modified as follows: OC-ALC wishes to host an Industry Day on 27 May 04 from 1230-1530 hours at OC-ALC in the Bob Queen Conference Room, Bldg 3001, Post 1AH1 95A. The purpose of the Industry Day is to familiarize interested parties of the capabilities of F108 engine part and component repair at OC-ALC. Interested parties should contact Billie Kindschuh (Billie.Kindschuh@tinker.af.mil) for base access information, meeting time and location, and to submit a list of questions requiring answers. Questions will be accepted through 21 May 04. Any questions beyond this date will not be entertained. The Industry Day will include an Introduction, F108 Shop Capability Brief, a tour of the F108 shops, and a Contractor Question/Answer period. Contractors are advised that no more than 3 people from each firm will be accepted to attend. Please provide a list of attendees to Billie Kindschuh no later than 21 May 04. The response date for this RFI is hereby extended until 10 June 2004 at 04:00 PM Central Standard Time for submission of white papers. REQUEST FOR INFORMATION F108 ORGANIC REPAIR DEVELOPMENT/COMMERCIAL WORKLOAD 1 Description 1.1 Air Force Materiel Command (AFMC), Oklahoma City Air Logistics Center (OC-ALC), Propulsion Division is issuing this Request for Information announcement. 1.2 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. The intent is to identify sources that can provide information for partnering with OC-ALC in configuration management and repair and repair development of F108 engine parts, modules, material support enhancement and components; and determine if there are any partnership opportunities which can be developed in the future. 1.3 This RFI is issued solely for information and planning purposes ? it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, OC-ALC is not seeking proposals, and will not accept any information or administrative cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party?s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. 1.4 This RFI is not intended as a method for displaying repair capability. Rather, it is intended as a method by which private entities can assist OC-ALC in development and improvement of basic F108 Organic repair capability and configuration management and could also result in additional F108 work for the OC-ALC workforce to perform. 1.5 If an RFP is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website at http://www.fedbizopps.gov/. It is the responsibility of potential offerors to monitor this and any other pertinent website for additional information pertaining to this requirement. 2.0 Background 2.1 OC-ALC is seeking sources capable of providing on-site engineering/manufacturing/ repair/repair development services for the purpose of development and improvement of F108 organic repair capability and configuration management to include on-site guidance, training, analysis of trending information, troubleshooting, interpretation of technical data, and development of technical data that will have the ultimate goal of increasing operational availability and readiness throughout the life of the weapon system. 2.2 This RFI seeks responses that will be used in the development and improvement of F108 organic repair capability and configuration management to take place in OC-ALC facilities using OC-ALC equipment and OC-ALC workforce. 2.3.1 Type of information: OC-ALC seeks partnership opportunities with private industry. Specifically, OC-ALC seeks to determine if there are any private entities willing to assist OC-ALC in the development and improvement of organic repair capability and configuration management that will improve core competencies, improve utilization of capacity, infuse new technologies into OC-ALC, improve overall processes for current and future F108 workloads, and enhance organic centers of industrial and technical excellence, among others. 3.0 Requested Information 3.1 OC-ALC seeks to determine if there are any private entities willing to assist OC-ALC in the development and improvement of organic repair capability and configuration management which can reduce costs, improve process flow, reduce flow time, increase availability of critical skills, and upgrade/modify or purchase new equipment to eliminate existing production constraints, among others with the ultimate goal of increasing operational availability and readiness throughout the life of the weapon system. Also sought are private entities desiring to utilize OC-ALC facilities, workforce, and equipment to: Improve core competencies Reduce ownership costs Material support enhancement Improve utilization of capacity Infuse new technologies Share wealth of knowledge and skills Improve overall processes for current and future workloads Enhance organic centers of industrial and technical excellence Assist with guidance to enhance partnering Form partnering agreements that encourage industrial investment Assess current impediments and recommend solution for resolving Assess contractor-government mixed workforce Exploit private capabilities to improve performance and reliability of processes and support Develop industry-government training and certification programs 4.0 Questions 4.1 Questions in regard to this announcement shall be submitted in writing by E-MAIL ONLY to Billie.Kindschuh@Tinker.af.mil.
