Description
This is a combined synopsis/solicitation. Request for Quotation #RFQ 618-175-04 entitled ?Robotic Device for Primate Use? is hereby issued for a commercial item prepared in accordance with the FAR 12 and FAR Part 12.6 and as supplemented with additional information included in this notice. This announcement incorporates provisions and clauses in effect through FAR FAC 2001-23 and VAAR 97-10. NAICS Code 339999 applies for this procurement and the small business size standard is 500 employees. This BOS announcement/solicitation constitutes the only bid document that will be issued. A separate written solicitation document will not be issued. Contractor?s proposals (cost and technical) are herein requested. A response to requirements listed below shall be submitted on contractor?s letterhead or formal quotation form and must address all requirements listed in a separate technical proposal. Contractor?s price and technical proposal must contain the name; title and signature of person authorized to submit proposals/bids on behalf of the contractor. Descriptive literature for equipment must also be included in proposal/bid package. The VA Medical Center (VAMC), Minneapolis, Minnesota, has identified a need for a brand name or equal Robotic device entitled InMotion2 Shoulder-Elbow Robot, with handle modified for primate use Interactive Motion Technologies, Inc, 56 Highland Avenue, Cambridge, MA 02139 equipment described as follows: (1) Robotic device, suitable for primates, designed for research in motor control. Capabilities should have ability to move, guide and perturb the subject? s arm, and to record motions and mechanical quantities such as the position, velocity, and forces applied. The machine should be designed with a low intrinsic end-point impedance (i.e., be back-drivable), with a low and nearly isotropic inertia, and be capable of producing a predetermined range of forces (0 to 45N peak force) and impedances (0 to 2N/mm), with encoders for position measurement. The device should offer two translational degrees of freedom for elbow and forearm motion. Additional system requirements include computer with operating system, source code, and capabilities for data input/output, output logging, or output display. (2) On site set-up and training and travel expenses. (3) Freight and shipping costs (if applicable). Y2K Compliance Warranty. This will be a firm fixed price equipment purchase. Payment may be made by Government Purchase Card or payment in arrears on certified invoice. Evaluations may be conducted to determine that the product(s) offered will meet Government?s requirements. Evaluation factors of technical capability of the item offered and past performance history, and delivery time frame will be considered along with the lowest total price to determine ?best value? to the Government. Evaluation may be made with or without discussions with the offeror(s). All responsible sources that can meet the requirements and provide items as listed above may respond to this solicitation by submitting cost and technical proposals on their company letterhead or bid form.
