Description
The Health Resources and Services Administration (HRSA) is conducting a Sources Sought/Market Survey to locate Small Businesses, HUBZone, and/or 8a firms under NAICS Code 541611, capable of performing Analytic Support.***The purpose of the contract will be to provide policy makers and Federal managers timely, short-term statistical analyses (bivariate and multivariate) of the multiple databases that contain information on the performance of the Nation?s health centers. Analytic areas include: socioeconomic and demographic characteristics, costs and revenues, staffing, services provided, management of chronic diseases, and delivery of essential primary and preventive services.***The primary responsibilities of the recipient of this contract will be to provide knowledge, skills, and expertise to complete short-term analyses and provide a comprehensive, National picture of the health center program and all of its components. The analyses are technically and methodologically complex and logistically extensive, but in most cases will be needed for decision making within very short time frames.***The organization must have extensive health center study experience of national scope that includes large scale, complex information gathering and analysis. The organization must possess extensive experience in exploring innovative approaches to analyzing the latest health center data including that obtained from patient records of the Sentinel Center Network and patient responses from its recently conducted User/Visit Surveys. The Offeror must possess in-depth knowledge and a proven capability to compare health center survey results with those of nationally conducted surveys such as the National Health Interview Survey by the National Center for Health Statistics. The Offeror must also demonstrate experience in manipulating other large-scale national and international databases that demonstrate the relationship between the delivery of primary care services and improvements in health status, particularly for vulnerable populations. Manipulation of survey and patient-level data require extensive knowledge of survey sampling weights and complex statistical techniques. Yet the contractor must have a proven ability to translate complex statistical results into straightforward policy-relevant results. Many of the tasks to be carried out in this contract will require expertise in manipulation of health center data, as well as in the multifaceted issues related to complex data analysis and policy. The contractor must demonstrate its experience with existing national and health center databases, and health policy at the international, Federal, state and local levels.***Interested organizations must demonstrate and document, in any Capability Statements submitted, extensive experience with, and the ability to perform, the above tasks. Organizations should demonstrate capability to administer and coordinate interrelated tasks in an effective and timely manner. Documentation may include, but not be limited to, both Government and commercial contracts, providing references (with names, telephone numbers, and email address) and any other information serving to document the organization's capability. The Government anticipates awarding a contract with a one-year base, and one option year. This is not a Request for Proposals and does not commit the Government to award a contract now or in the future.
