Description
This acquisition is for a firm fixed price contract to provide all labor, materials, and equipment necessary to relocate an existing floating dock and install a new floating dock expansion at US Coast Guard Station, Bellingham, WA. The work includes but is not limited to disconnection of existing utilities; demolition of existing piles and construction of new concrete piles; inspection, repair, and relocation of an existing 8' X100' floating dock; installation of a new 8' x 30' floating dock expansion and a gangway between the docks; and reinstallation of all utilities. The estimated cost of this procurement is between $250,000 to $500,000 CONSTRUCTION BIDS ONLY). Performance period is 150 calendar days after receipt of Notice to Proceed. This is a set-aside for small business only. All responsible small businesses may submit a proposal, which will be considered. The applicable NAICS code is 238910. Small Business size standard is $12.0 million. This solicitation will be issued as a 100% small business set-aside; however, in conformance with FAR 19-1300, this acquisition is being considered for HUBZone set-aside. If your firm is HUBZone certified and intends to propose on this acquisition, please provide the following information to the Contracting Officer not later than ten (10) calendar days after the posting of this notice: (1) SBA certification of HUBZONE eligibility, (2) capability statement of your firm to include the number of years of experience with the installation of floating docks and the 3 most recent contracts for building docks, (3) a positive statement that your firm intends to propose on this acquisition. Based upon responses the Contracting Officer will make a determination regarding HUBZone set-aside; if there is not a reasonable expectation of adequate competition among HUBzone concerns, the acquisition will be conducted as a 100% small business set-aside with an evaluation preference for HUBZone small business concerns. Offerors will need to register with FedTeDS and receive a user name and password to be able to download Coast Guard Drawings. ATTENTION: Minority, Women-Owned and Disadvantaged Business Enterprises (DBE's) The Department of Homeland Security (DHS), offers working capital financing and bonding assistance for transportation related contracts. DHS's Bonding Assistance Program (BAP) offers bid, performance and payment bonds on contracts up to $1,000,000.
