Description
Sources sought for system integration organizations to develop, manage and integrate a SECRET level robotic system with high degrees of freedom and the sensing and control technology to support its operation, utilizing new technology development as well as existing unclassified sources as a basis for development of the system. Some portions of this program will be unclassified, and will be free to be published in open scientific literature. General Information Document Type: Sources Sought Notice Solicitation Number: 04-30 Response Date: May 27, 2004 Classification Code: A -- Research & Development Set Aside: N/A Contracting Office Address Contracts Management Office, Defense Advanced Research Projects Agency, ATTN: Algeria Tate, 3701 North Fairfax Drive, Arlington, VA 22203-1714 Description This is not a solicitation announcement. This is a sources sought to gain knowledge of potential qualified sources for planning purposes only. The Defense Advanced Research Projects Agency (DARPA) is interested in the development of a high-degree-of-freedom (DOF) robotic system that requires mapping and tactile sensor integration, high efficiency actuators/effectors, joints, software control systems and operator interfaces. It is expected that the system will eventually be operated in semi-autonomous or autonomous mode. Simulation of the system may be required for design, evaluation and operator interface development. Sources must be capable of receiving and storing classified material as well as fabricating and testing a classified system whose components may be unclassified. In the opinion of the Government, the required technology developments described above are well beyond the current state of the art and will require teaming with organizations that are currently performing basic research in the above technologies. Opportunities will exist for unclassified subcontractors to work through the systems integration organizations. A teaming website will be established at the URL ?http://davincinetbook.com/teams/login.asp?, subgroup ?MDMR?. A short Capability Statement (less than 10 pages) is requested that summarizes capabilities of the responding organization and its planned subcontractors to perform work of the type described above. This is not a request for proposal. No contract will be awarded from this announcement. No reimbursement will be made for any costs to provide information in response to this announcement or any follow up information requests. Availability of any formal solicitation will be made under a separate classified distribution to organizations believed to have an acceptable capability to perform the required system development and integration. If such solicitation is made available, a draft version of the solicitation will be distributed for comment followed by a classified Bidder?s Brief for receipt of comments and clarification. This synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government. The Capability Statement shall include: 1. Company name, complete address, telephone number, CAGE Code and a technical point of contact, telephone number and email address. 2. Examples of demonstrated success in the development and integration of complex systems requiring innovative hardware design, sensing technology, complex control software, physics-based simulation, and capability testing. 3. Suggested teaming arrangements that could enhance the proposed capability. 4. Resumes of possible key technology experts and managers who would participate in such a program. Each response must reference the sources sought title. All proprietary information should be marked as such. Responses will be held confidential if requested. Materials should be submitted in Microsoft Office format in electronic form. Please submit Capability Statements to the attention of: Dr. Edward van Reuth, Program Manager, Defense Advanced Research Projects Agency (DARPA) Tactical Technology Office (TTO), 3701 North Fairfax Drive, Arlington, Virginia 22203-1714. Responses must be received no later than May 27, 2004, by 4:00 P.M. local time. Classified responses should be sent to: DARPA Security and Intelligence Directorate (SID) 3701 North Fairfax Drive, Arlington, Virginia 22203-1714, Attn: Dr. Edward van Reuth, Solicitation Number: 04-30 Point of Contact: Dr. Edward vanReuth, Program Manager, Defense Advanced Research Projects Agency Tactical Technology Office (TTO), 3701 North Fairfax Drive, Arlington, Virginia 22203-1714. email: evanreuth@darpa.mil Place of Performance: Contractor classified and unclassified facilities. Government-operated test facilities
