Description
NASA/JSC has a requirement for consultation services and code development to add a "Fast-QR" method to Electromagnetic Interactions GEneRalized (EIGER), which is used by NASA for antenna modeling and analysis. The features to be added will permit large-scale electromagnetic simulation that is required by NASA to assess antenna coverage in the vicinity of electrically large structures such as the Space Shuttle Orbiter at UHF frequencies. NASA/JSC intends to procure these services from Dr. Vikram Jandhyala, in accordance with 10 U.S.C. 2304(c)(1), Only One Responsible Source. This is a follow-on contract for the development of code to integrate fast methods, required to make large-scale simulation possible, into EIGER electromagnetic simulation code, which is used by NASA for antenna and scattering simulation in the presence of complex metallic and material structures. Award to any other source would result in substantial duplication of effort and cost. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on May 21, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
