Description

The Bureau of Reclamation intends to negotiate on a sole source basis and to enter into a contract with Chelan County Conservation District, 301 Yakima Street, Wenatchee WA 98801. Reclamation recently contracted with Chelan County Conservation District (CCCD) to produce an IFIM report for the Entiat and Mad Rivers. Reclamation's activities under RPA 149 regarding water purchases and leasing rely on the information in this report. The instream flow recommendations in the IFIM study are indexed to two continuous recording telemetered gages on the mainstem Entiat River, Entiat near Entiat @ RM1.4 and Entiat near Ardenvoir @ RM18, and one continuous recording gage on the Mad River, Mad at Ardenvoir. Thus, continued operation of these gages is essential for Reclamation to be able to administer its water rights purchase and leasing program under RPA 149. The CCCD has helped fund the operation of USGS Gages in the Entiat subbasin since 1996, and currently is under contract with USGS to fund their maintenance. The CCCD requires cost sharing to meet these obligations. The amount of Reclamation's cost share being requested is only 36% of the total cost for maintaining the gages. Only the proposed contractor possesses the following unique qualifications which are required for this acquisition: CCCD is the only contractor able to provide the data required. CCCD is the entity which holds the contract with USGS to have this work performed. In addition, Reclamation is only funding approximately 36% of the total cost for maintaining these gages, the majority of which is determined by USGS and not negotiable. The government believes that only one responsible source can provide the services listed above that will satisfy the agency needs. Any firm or individual that believes it can furnish the items described are encouraged to give written notification to the Contracting Officer. Supporting evidence must be furnished, in sufficient detail to demonstrate the ability to comply with the above requirements. All responses received within 7 days of the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
