- Construct the project entitled REPAIR ALERT SHELTERS at the Minnesota Air National Guard Base, Duluth International Airport, Duluth, Minnesota. The complete work will provide fire suppression system improvements at existing alert facilities. This p roject includes new pre-action sprinkler systems along with a low-level HEF. These systems are suspended from the roof structure and supplied by riser pipes installed through the shelter floor. HEF generators are required and will be suspended from the r oof structure. The estimated cost range of this project is between $1,000,000 and $5,000,000.00. The estimated solicitation issue date is o/a 15 June 2004. Estimated bid opening date is o/a 15 July 2004. A firm-fixed price contract will be awarded. Th is project is being procured on an unrestricted basis in accordance with the Competitiveness Demonstration Program. However, small businesses, veteran-owed businesses, service-disabled veteran-owned businesses, HUBZONE Small businesses, and small disadvan taged businesses are encouraged to participate. The HUBZone preference IAW FAR 19.1307 applies. The North American Industry Classification System (NAICS) Code is 238990 and the Size Standard for Small Businesses is $28.5 million annual receipts for the pa st 3 years. The solicitation package will be issued via the web site only. All amendments, site visit minutes and questions will be posted on the web. There is no charge for the solicitation, plans and specifications, which will be available at the fol lowing internet site: http://www.nationalguardcontracting.org/Ebs/AdvertisedSolicitations.asp. All contractors and subcontractors interested in this project must register at the site. All contractors must be registered in the Central Contractor Registrat ion: http://www.ccr.com to be able to view the plans and specifications.
