Description
The National Institutes of Health (NIH), Office of Logistics and Acquisition Operations, NIH Information Technology Assessments and Acquisitions Center (NITAAC) Office is planning an acquisition for a Program Manager/Analyst for 1840 hours of support. The period of performance is June 2004 through May 2005. This position primarily serves as an analyst and advisor to management on the evaluation of the effectiveness of government programs and operations or the productivity and efficiency of the management of the NITAAC organization or both. This position requires knowledge of the substantive nature of HHS, NIH and NITAAC programs and activities; agency missions, policies, and objectives; management principles and processes; and the analytical and evaluative methods and techniques for assessing program development or execution and improving organizational effectiveness and efficiency. It also requires an understanding of basic budgetary and financial management principles and techniques as they relate to long range planning of programs and objectives. The work requires skill in: application of fact finding and investigative techniques; oral and written communications; and development of presentations and reports. The primary purpose of the work is to provide the Director, DITA and NITAAC line managers with objectively based information for making decisions on the administrative and programmatic aspects of agency operations and management. The position covers a wide variety of assignments. Listed below are some illustrations of the nature of the work and the intended coverage of this position. a) Program Analysis. Evaluation, and Business Process Engineering based on GAO/HHS Audit findings b) Internal Financial Database Analysis c) Analyze and evaluate EGOs Database system handling e-commerce d) Integration of NITAAC Financial Management System, Task Order and Delivery Order System into the NBRSS deployment e) Analyze and prepare DITA-wide Standard Operating Procedures f) Review Statements of Work g) Review and analyze and synopsize monthly Program Status Reports h) Analyze Contract Processing and Support Contract Team in resolving business process issues i) Analyze Subcontracting Plan implementation and reporting; evaluate for business process engineering j) Small Business re-representation/certification process and its applicability to NITAAC Contracts k) Manage Military Inter-Departmental Purchase Requests (MIPRs) Processing under CIO-SP 2 Knowledge: a) Contractor personnel shall have extensive knowledge of the substantive nature of HHS, NIH and NITAAC programs and activities; agency missions, policies, and objectives; management principles and processes; and the analytical and evaluative methods and techniques for assessing program development or execution and improving organizational effectiveness and efficiency. b) The position requires an understanding of basic budgetary and financial management principles and techniques as they relate to long range planning of programs and objectives. c) The position requires skill in: application of fact finding and investigative techniques; oral and written communications; and development of presentations and reports, continuously stay abreast of federal regulations and federal automated financial and contract management systems and methodologies d) Maintain currency in state-of-the-art technologies and trends The Contractor is responsible for maintaining this currency at no additional cost to the Government, and; e) The Contractor shall act as a liaison with Government and Industry and have strong writing, presentation, briefing and speaking skills.
