Description
REQUEST FOR EXPRESSION OF INTEREST ? INTEGRATED HYDRAULIC EXCAVATOR AND HIGH PRESSURE GROUT INJECTION MACHINE I. INTRODUCTION Bechtel, BWXT Idaho LLC (BBWI), Management & Operating Contractor of the Idaho National Engineering and Environmental Laboratory (INEEL), is requesting an expression of interest from prospective Vendors to provide integrated excavator (trackhoe) and grout injection equipment. This equipment is to be used for subsurface grouting of specific radioactive and hazardous buried waste targets located in vaults, pits and trenches located in the Subsurface Disposal Area (SDA) at the Radioactive Waste Management Complex (RWMC). This EOI shall serve only as a method of establishing technical capabilities and commercial interest. Qualified candidates may be invited to participate in follow-on technical/business discussions. II. BACKGROUND The INEEL is a U.S. Department of Energy (DOE) National Laboratory located approximately 50 miles from Idaho Falls, Idaho. Several discrete disposal locations in soil vault rows, pits and trenches in the SDA will be remediated by single fluid non-displacement in-situ grouting over a span of several years. The current envisioned project is to inject cementitious grout into the subsurface to approximate depths of 25 feet forming monolithic columnar blocks or spaced vertical support columns. Expression of Interest (EOI) for supply of machinery including a large excavator with an integrated grout injection system is sought. Brief salient features include: a hydraulic excavator with an integrated injection machine end effector, a rotary percussion drill head with injection drill bit, nozzle(s) and pipe, 25 foot drill depth, 8,000-10,000 psi injection pressure, monitoring and control systems and engineered safety systems. The excavator shall be sized (90,000-100,000 lb class) to provide sufficient static and kinematic rigidity to ensure stability during drilling and injection operations. The drill head shall be sized to provide sufficient energy to drive a 4-inch diameter pointed bit through hard packed clay. The work scope includes furnishing an integrated hydraulic excavator with a rotary percussion drill head end effector, high pressure pump system integration with the injection system, including hose management systems, monitoring and control systems, and all accompanying documentation. III. SUBMITTAL REQUIREMENTS Prospective candidates shall provide a written response to address the following: 1) A description of current knowledge, capabilities and products related to supply of the requested equipment. 2) Availability of existing equipment or required lead time (receipt of order to delivery at the INEEL). 3) A sample listing of similar equipment supply projects and past clients with a working knowledge of your firm?s capabilities in this area of expertise. 4) The name, phone and email of a representative of your firm Please provide your expression of interest to the undersigned by Close-of Business, May 26, 2004. If you have questions or need additional information, please contact Robert T. Crowton on Extension (208) 526-7746 or email rtc@inel.gov. Technical questions must be submitted in writing (U.S. Mail or email).
