Description
The U.S. Department of Energy, Oak Ridge Operations (DOE/ORO) intends to award a purchase order on a sole-source basis to Battelle Memorial Institute (BMI), under FAR Part 6.302-1 Only One Responsible Source and No Other Supplies or Sources Will Satisfy Agency Requirements. Simplified Acquisitions Procedures under FAR Part 13 will be used. The following proposed Scope of Work is for support to the Office of Science (SC) for support in the areas of technical planning and economic analysis. 1.0 General Description of Work to be Performed The DOE Office of Science (SC) Office of Planning and Analysis has the requirement for assistance in the areas of technical planning and economic analysis. The Contractor shall provide assistance in the areas of technical planning and economic analysis to assist SC to formulate science policy and the development of background data for policy analyses carried out by DOE/HQ staff. The Contractor shall conduct research into the visualization of science and technology portfolios, methodologies to improve the management of basic science, framework for conducting comprehensive retrospective reviews of science programs and projects, assessments of international basic energy science programs, research misconduct, private sector investments in energy R&D, and the linkage between energy market deregulation and energy R&D investment levels. 2.0 Technical Direction The Office of Science will provide the Contractor with sufficient information and instructions to carry out and successfully complete work assignments under this Statement of Work. This includes direction on the overall functionality of the system. 3.0 Deliverables The Contractor shall provide: 1. Interim activity status and progress descriptions shall be included in submitted invoices. 2. A report summarizing and highlighting analyses, methodologies, findings, and recommended courses of action. 4.0 Period of Performance TBD 5.0 Fixed Cost The above work shall be accomplished on a fixed price purchase order. 6.0 Preservation of the Governments Rights in this Work. The Federal Acquisition Regulations Clause 52.227-17 (JUN 1987), titled ?Rights in Data - Special Works,? a copy of which is attached, is included as part of this Statement of Work. 7.0 Computer security The Contractor agrees to exercise due diligence throughout the work described herein to protect all Government property and computer systems from damage, either physical or otherwise, and specifically agrees to assure that all software, data, or other code loaded on the SC computers is virus free. The Contractor further agrees to access only those processes and disk storage specifically required for performance of this work. BMI?s capabilities are unique because the firm has a history of developing data mining and data visualization tools as a result of the experience in the defense intelligence community. BMI has the technical expertise and is uniquely positioned to understand the special circumstances and requirements because of their long history with the Department of Energy and with similar issues in the past associated with the Office of Science. The issues are highly complex and historical knowledge and extensive experience is needed for this requirement. Firms who want to challenge the sole-source must submit an interest letter that demonstrates your firm?s ability to provide an equivalent service and rationale as to why they should be considered, as described above. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No reimbursement for any costs connected with providing the capability information will be provided by DOE.
