Description
This is a SOURCES SOUGHT NOTICE to determine the capability and availability of commercial sources with full food service and formal military table service. The US Coast Guard Maintenance and Logistics Command Atlantic (MLCLANT) is seeking qualified firms to provide full food services as required by the US Coast Guard Academy, located in New London, CT. The Academy dining facility is the premier dining hall for the Coast Guard. The successful contract shall adhere to strict compliance and quality of service and shall provide all food, expendable supplies, personnel, supervision, materials, and other items necessary to provide full food service at two adjacent dining facilities (Cadet Wardroom and All Hands Dining Facility), a medical clinic, other locations on the Academy grounds, and at Stonington Lodge, Stonington, CT. One food preparation area is provided to support all food service requirements. The Cadet Wardroom is currently open form 0630 to 1900 hours seven days a week, serving three meals a day with an estimated meal count of 60,000 meals per month. The Cadets dine in an atmosphere that emulates the formality of the military officer?s wardroom. The contractor shall provide ?family style? service for Monday through Friday breakfasts and lunches. This includes the provision of linens and tableware, table service, and bussing. Other meals in the Cadet Wardroom shall be provided buffet style. The All Hands Dining Facility is open 0630 to 1800 hours seven days a week, serving three meals a day, with an estimated meal count of 10,000 per month. The All Hands Dining Facility is a short order and buffet style cafeteria. The successful contractor shall also prepare and deliver meals in response to special events and medical clinic needs. The requirements include ay be called upon to prepare boxed meals, picnic meals, and formal military dining events. The contractor shall be required to prepare special meals as required by medical clinic personnel, including clear liquid, full liquid and modified consistency meals. The quality and variety of food is of high priority. The period of performance is anticipated for one base year, beginning approximately 1 May 2005 through 30 April 2006, plus four one-year options and five award-term years for a total of 10 years. The estimated value is over $50 million. The NAICS code is 722310 (Full Food Service). The Small Business Size Standard is 17.5 Million. The solicitation for these services have not been issued and proposals are not requested by this sources sought, however the successful contractor will need to demonstrate in the evaluation of the proposal that they meet the following requirements: 1) Project Manager meets the minimum requirements of 4 year degree in hotel/restaurant management or other related field, and no less than 5 years post graduate experience (beyond the degree program) in managing food service programs of comparable size and complexity of the Coast Guard Academy. Two of the 5 years shall have been as a Project Manager, OR 9 years of experience, in progressively more responsible positions, in collegiate food service programs of comparable size and complexity of the Coast Guard Academy. Two of the 9 years shall have been as a Project Manager. 2) Assistant Project Manager meets a minimum requirements of 2 year degree in hotel/restaurant management or other related field, and no less than 5 years post graduate experience (beyond the degree program) in managing collegiate food service programs of comparable size and complexity of the Coast Guard Academy. Two of the 5 years shall have been as an Assistant Project Manager, OR 7 years of experience, in progressively more responsible positions, in collegiate food service programs of comparable size and complexity to that of the Coast Guard Academy. Two of the 7 years shall have been as an Assistant Project Manager. The number of people serviced and dollar value of the program will determine comparable size. Complexity will determined by the scope of the requirement and must encompass many or all of the functions of the Academy Operation. The prime contractor shall have a minimum of FIVE (5) years ongoing (currently in progress) business management/corporate experience in managing food service programs of comparable size and complexity of the U.S. Coast Guard Academy. This same minimum of FIVE (5) years of ongoing experience in managing food service programs of comparable size and complexity of the U.S. Coast Guard Academy will be assessed for past performance. The business management/corporate experience and past performance factors addresses overall relevant experience for the company, not the experience of individuals involved with contract performance. The number of people serviced and dollar value of the program will determine comparable size. Complexity will determined by the scope of the requirement and must encompass many or all of the functions of the Academy Operation. The contractor shall detail the planned management approach in accomplishing specified tasks. The food and menus are of utmost importance for the Academy and will require strict adherence after contract award. The contractor will be required to provide cyclical menus that are of variety (non-repetitive) and are creative and stimulating to the client, these are actual menus are required for incorporation into contract performance and are not considered to be samples. Menu guidelines will be specified in the PWS and will required strict adherence. The daily menu in the Cadet Wardroom shall provide a minimum of 3000 calories per cadet. Menus shall use as a guideline the Food & Nutrition Board-National Academy of Sciences National Research Council Recommended Dietary Allowance, (Revised 1998) and USDA Food Guide Pyramid, the proposal will be required to specifically demonstrate that the requirements are met for caloric intake, portion sizes, and other nutritional requirements specified. The daily menu shall provide variety and contrast to texture, flavor, color, form, consistency, temperature, satiety value, and methods of preparation. The contractor shall utilize and program into its menus, fresh produce, meats, poultry, fish and shellfish. Pre-packaged, pre-prepared, and chopped and formed food items are discouraged. A variety of quality fresh meats, fish and poultry shall appear on the menu. The Contractor will be required to develop and establish a comprehensive Quality Control Program for both dining facilities and the medical clinic. The plan will be required to adhere to the solicitation and address sanitation, housekeeping, inventory control, food quality and other items as specified in the solicitation. Both Performance and Payment Bonds will be required. Any vendors that do not provide this information or adequately demonstrate, will not be reviewed in this sources sought. RESPONSES MUST PROVIDE ADEQUATE DOCUMENTATION RELATIVE, RESPONSES THAT MERELY STATE THEY CAN PROVIDE THE REQUIRED SERVICES WILL NOT BE CONSIDERED FOR THIS SOURCES SOUGHT.
