- NAICS Code: 541620 The U.S. Environmental Protection Agency (U.S. EPA) Office of Atmospheric Programs (OAP) Climate Protection Partnerships Division (CPPD) Energy Supply and Industry Branch (ESIB) intends to award a sole source firm fixed-price Purchase Order using Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures to New York State Energy Research and Development Authority (NYSERDA) of Albany, NY under the authority of FAR Part 6.302-1. The purpose of this acquisition is to develop a detailed technical report from NYSERDA on the assessment of energy efficiency opportunities for wasterwater treatment plants (WWTPs) in New York state, specifically focusing on assessing biogas production and potential utilization at WWTPs. NYSERDA is uniquely qualified to satisfy this requirement because of its ability to conduct an updated and expanded assessment of research and data of energy efficiency at WWTPs. Due to multiple factors (e.g. deregulation of energy market, significant technological advancement, newly proposed regulatory mandates and heightened concern of water scarcity and security) NYSERDA is uniquely situated to conduct the assessment based on data previously gathered. The North American Industry Classification System (NAICS) code for this procurement is 541620. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated herein may submit a response, which if received within 10 calendar days of the date of this announcement will be considered. Responses to this posting must be in writing. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
