- The Department of the Navy, Space and Naval Warfare Systems Center (SPAWARSYSCEN), San Diego intends to negotiate a sole-source contract modification with Science Application International Corporation, San Diego, CA under their existing contract N66001-99-D-8622. This action will provide a one (1) year period of performance extension from 30 September 2004 through 30 September 2005 to allow sufficient time to release a competitive follow-on solicitation. This modification will not result in an increase in contract ceiling. This action will also revise the contract scope to add support for the Department of Homeland Security. The original scope includes DoD agencies that engage in communication systems technology. At the time of the original contract award, Homeland Security did not exist. The communication needs in support of Homeland Security are considered similar to those for DoD. This action is a sole source under the authority of FAR 6.302-1. This is not a request for proposal and no solicitation is available. Use of any other source for this modification would result in duplication of cost and time to develop the technical capability within another contractor's workforce resulting in substantial duplication of cost that is not expected to be recovered through competition as well as unrecoverable unacceptable delays.
