Description
SPAWARSYSCEN Charleston intends to award a sole-source contract to William B. Johnson and Associates Inc., 200 AEI Dr,Lewisburg, WV 24901-0492 to provide an Extender 2000W (IM-260). General Specifications: 1. Extender 2000W - The Extender 2000W (IM-260) is a lightweight portable, battery operated, analog metered, gamma dose rate instrument with the additional capability of detecting beta radiation. It has a telescoping probe and is rugged and of waterproof construction 2. PHYSICAL CHARACTERISTICS (1) Height: 3.5 in (max) (2) Width: 5.25 in (max) (3) Length: 36 inches to 181 in (max) (4) Weight: 7 pounds (max) 3. SPECIFICATIONS a. Detector: shall be of the GM type and equipped with Amperex 18529 and 18504 GM tubes. No other substitutes shall be permitted. b. Ranges: Seven ranges covering 1 mR/h, 10 mR/h, 100 mR/h, 1 R/h, 10 R/h, 100 R/h, and 1000 R/h. Each of the above ranges shall be logarithmic and extend over one cycle with the first most sensitive scale marking after zero starting at 5% of full scale value. The ranges shall be displayed on an analog meter. c. Beta detector: Beta window of 25 mg/cm2 on the three most sensitive scales. Window shall be accessible by the removal of a rubberized boot over the end of the probe. d. Detector Tubes Ranges: Type 18504 shall cover the three most sensitive scales. Other upper range scales shall be covered by the type 18529. e. Accuracy: + 20% of true dose across each range specified in b, when using Cs-137 as a calibration source. f. Energy dependence: Axially mounted GM detectors on a telescoping probe, energy compensated to yield + 20% response to true exposure from 80 keV to 1.3 MeV. g. Temperature and humidity range: Instrument shall operate within accuracy limits over temperature range of 0 F to 120 F and 0-100% RH (non-condensing). h. Audio signal: Earphone connection or built-in speaker with ON/OFF switch. i. Batteries: Four or fewer 1.5 volt C or D cells. j. Battery life: 20 hrs (Minimum). k. Battery test: shall include battery test positions on indicating meter. Battery test shall indicate that the minimum operating range of the batteries has been reached prior to failure of the neon regulator bank, which is caused by low battery voltage if neon regulator bank is used. If neon regulator bank is not used, a H.V. power supply using operational amplifiers to assure High Voltage regulation at all times is required. l. Scale changing: Coupled to operating switch. Power scale shall appear as range as selected at switch and on meter display m. Scale illumination: Automatic when instrument is on. An additional panel lamp shall be installed on left panel face between operating switch and indicating meter if voltage regulator neon lamps are used. If a High Voltage power supply using operational amplifiers for voltage regulation is used, then a build-in panel light with ON/OFF switch is required. n. Telescoping probe: Chrome plated brass or non-corrosive stainless steel; 20 inches long retracted; minimum of 130 inches long fully extended; outside diameter of detector head from 7/8 to 1 1/2. o. Instrument shall be non-saturating up to 5,000 R/h. 3.1 The dose rate meter shall include a panel light and be complete with earphone and speaker, storage and carrying case, the exterior of which can be of any color except yellow, shoulder strap and two probe sheaths. 3.2 The meter shall also include an access port in which the mechanical zero can be adjusted. The access port shall have a screw with a silicone rubber O-ring to enclose the mechanical zero adjustment. The meter shall be calibrated prior to delivery. Calibration must be such that when checked against Cesium 137, the instrument will be within plus-minus 20% on all ranges without full use of any calibration potentiometer within the calibrating circuits. A Firm-Fixed Price Type of contract is anticipated. The total estimated value is $161,500.00. The FSC Code is 6665. The NAICS Code is 334516 with a size standard of 500 employees. This notice is not a request for competitive p roposals. Interested parties may submit comments in writing to the contract specialist, Laurel Wagner, Code 0218LW, SPAWARSYSCEN Charleston, telephone number (843) 218-5558, email address: laurel.wagner@navy.mil not later than 4:00 p.m. local time (EST) on 12 May 2004.
