Description
It is the intent of the National Library of Medicine (NLM) to procure professional services on a sole source basis with the Public Health Foundation (PHF), a non profit organization located in Washington, DC. The contractor shall provide the following services: (1) Promote and conduct a formal evaluation of the Healthy People 2010 Information Access (HP2010 IAP) Web site (http://phpartners.org/hp), a component of the NLM Partners (PIAPHW) portal (http://phpartners.org), and (2) Provide expert advice, consultation, and attendance of PHF staff and/or Board members at the Fall 2004 and Spring 2005 Partners in Information Access for the Public Health Workforce (PIAPHW) meetings. PHF originally conceived of and developed the HP2010 IAP Web resource as a pilot project for the National Library of Medicine. This resource has become a heavily-used part of the NLM Partners Web site. NLM requires information about the public health workforce users (both current and potential) of this site in order to determine if expansion of the web site is warranted. The Public Health Foundation has extensive and unique experience in conducting evaluations of public health training and information resources. PHF developed and currently maintains an online registry of public health training courses and programs throughout the United States. PHF also produces and disseminates an electronic newsletter with over 60,000 subscribers through which they publicize public health related training and information resources, thus, no other source can provide PHF's services which are required under this requisition. The period of performance is anticipated for a period of twelve (12) months. The proposed acquisition will be procured under FAR Part 13 - Simplified Acquisitions. This is not a Request for Quotation (RFQ), nor is an RFQ available, however, all responsive sources may submit a proposal in a timely manner which will be considered by NLM. Firms interested in responding to the notice must be able to provide the services as specified above. Responses must be in writing and must be received in the office within fifteen (15) calendar days from the publication date of this notice.
