- Description
- DESC: The Department of Commerce, National Oceanic & Atmospheric Administration (NOAA), plans to award a sole source procurement to Joy Leap to assist the NOAA General Counsel Office for Enforcement and Litigation in the Southeast Region (GCEL/SE). Ms. Leap has extensive experience needed for the services required. She has previously worked for the General Counsel Office and has vested knowledge in enforcing federal fisheries laws including, but not limited to drafting legal documents, being familiar with the complex fisheries regulations and GCEL/SE case files and systems. There are numerous Administrative Penalty hearings scheduled for the remainder of this year, with the anticipation of more being scheduled in the coming months. The recent advent of several new permitting programs and increased use of mandatory vessel monitoring systems is creating an increase in permit application reviews and regulatory review work where Ms. Leap?s assistance is required. Ms. Leap?s understanding and prior experience with the GCEL/SE office allows her to work without constant surveillance or the need for training. It would take a considerable amount of time for both the GCEL/SE staff and a new person, to bring the new person to the level of understanding and effectiveness that Ms. Leap is able to provide. The award will be made under FAR Part 13, Simplified Acquisition Procedures. No Solicitation documents are available and requests for such will not be acknowledged.
