- Description
- The Natural Resources Conservation Service (NRCS) is seeking a contractor to provide services to develop a Final Draft NEPA document for a replacement irrigation diversion structure which crosses the Lower Payette River in Payette, County Idaho. The objective of this solicitation is to develop a Final Draft Environmental Assessment (EA) document which satisfies all of the NEPA requirements and all of the NRCS requirements for the replacement of the existing ?Horse and Plank? irrigation diversion structure located in Payette County, Idaho. A preliminary design has been developed for replacing the existing structure with a ?Bridgestone Inflatable Rubber Dam?. Requirements to complete the work include: compiling and generating information and data and preparing impact analysis, addressing all of the identified concerns or potential impacts which were generated from public meetings, and by the technical advisory committee and incorporating them into the Environmental Assessment (EA). The Environmental Assessment (EA) will be developed in accordance with the following required reference materials which include but are not limited to: The Council of Environmental Quality Regulations, http://ceq.eh.doe.gov/nepa/regs/ceq/toc_ceq.htm, and http://ceq.eh.doe.gov/nepa/nepanet.htm, The 2003 NRCS Environmental Compliance Handbook, http://policy.nrcs.usda.gov/scripts/lpsiis.dll/H/H_190_610_Content.htm , The NRCS Environmental Compliance on-line library of policy and regulations, http://www.nrcs.usda.gov/technical/ECS/environment/ , The 2003 NRCS National Planning Procedures Handbook (for Areawide Planning), http://policy.nrcs.usda.gov/scripts/lpsiis.dll/H/H_180_600.htm, as well as other NRCS Directives, http://policy.nrcs.usda.gov/scripts/lpsiis.dll/Main/home.htm . Contractor Requirements: The contractor must be able to demonstrate experience with the NEPA process. The contractor must have experience in compiling and generating information and data and preparing impact analysis for the development of Environmental Assessments (EAs) and or Environmental Impact Statements (EISs). The contractor must have experience in writing (EAs) and or (EISs) especially in areas where the natural environment interfaces with irrigated agricultural crop production. Evaluation Factors are: Professional qualifications necessary for satisfactory performance of the work, capacity to accomplish the work in the required time frame, and past performance on contracts with the Federal government and private industry. A Performance Based Services Contract is anticipated. Bid packages will be available on FedBizOpps on or about May 3, 2004. Bids are due at 2:30 p.m. local time on June 1, 2004.
