Description
In response to Iraqs unemployment levels and a 30-year absence of rule-of-law, USAID/Iraq will procure technical assistance to help Iraqis overcomes the overarching problems of legal, fiscal, institutional and regulatory frameworks and functions that complicate private investment and trade flows. Effective laws, regulations and institutional structures are needed to provide legislative and regulatory authorization to develop the private sector, divest government assets, and create a competitive business environment generating real growth and employment. The contractor will work with USAID, other relevant U.S. and coalition entities, and appropriate Iraqi institutions, including the Central Bank of Iraq, Ministry of Finance and others to implement a three-year base contract (with two one-year option periods). The contractor will develop and implement international best practices aimed at improving economic governance and the policy-enabling environment for private sector-led growth in the areas of Tax, Fiscal and Customs; Monetary Policy through building the capacity of the Central Bank of Iraq; Development of the Banking Sector; Commercial Law and Institutional Reform; Capacity Building of the Iraqi Electricity Industry; and Technical Assistance to the Communications Industry. . In doing so, the contractor will focus on those policies, regulations, administrative procedures and institutions that have the most direct impact on the ability of foreign and domestic private sector firms to invest and grow their businesses in Iraq. The preferred method of distributing the USAID Procurement information will be through Federal Business Opportunities (http://www.fbo.gov). It is anticipated that the RFP will be issued on or about May 14, 2004.
