Description
This is Amendment 0005 to combined synopsis/solicitation W58RGZ-04-R-0547 for the purpose of revising the requirement for the Aerial Surveillance Platform. Three additional questions from industry have been received, one of which results in a change to the specifications set forth in paragraph 3.0.5 of the solicitation, as amended. Q1: With regard to the Gen 1 requirement; I have spoken to (company name) and to quote their VP of sales, there is not a Gen 1 system made that will meet the requirements of para 3.0.3 of the solicitation. Therefore, we are quoting a system that (company name) recommends which is a Gen 3 sensor. The question then is, if awarded a contract, will the Government assist with the export licensing? Or, will the delays caused by the export license requirement be allowed by the Government? A1: A Generation I sensor is all that is required for this acquisition and as stated in Amendment 0002, question 18, no export license is required. Should a proposal include a sensor other t han Generation I that requires an export license, it is the offerors responsibility to obtain the export license. The proposed delivery schedule should include sufficient lead time for obtaining the license. Q2: The IFF transponder requires a Kit 1C to give it the mode 4 IFF capability. As we understand from our vendor, the Kit 1C is not available-rather is issued by the controlling USG agency. Can we assume the Kit 1C will be issued by the government? A2: An IFF transponder is not required; therefore , Kit 1C will not be required. For clarification, the aircraft must be equipped with an operable coded radar beacon transponder having either Mode 3/A 4096 code capability, replying to Mode 3/A interrogations with the code specified by ATC, or a Mode S ca pability, replying to Mode 3/A interrogations with the code specified by ATC and intermode and Mode S interrogations in accordance with the applicable provisions specified in TSO C-112. The aircraft must be equipped with automatic pressure altitude report ing equipment having a Mode C capability that automatically replies to Mode C interrogations by transmitting pressure altitude information in 100-foot increments. The aircraft transponder must report Mode 1 requirements to ATC and Air Defense agencies. Q 3: The HF specifications IAW para 3.0.4 require a frequency range of 1.5 to 30MHz. We cannot find a vendor that supplies a radio with the frequency below 2.0, most say that below 2.0 is in the HAM range and is not used for airborne purposes. Will the HF frequencies 2.0 to 30 be acceptable? A3: No. The required frequency range is 1.5 to 30 MHz. The proposal due date is remains 21 May 2004, 4:00 p.m. Central Standard Time (CST). Changes to the requirement should be annotated in pen and ink to the origin al synopsis/solicitation. Solicitation W58RGZ-04-R-0547 will not be reposted in its entirety.
