Description
Review and evaluation of capability statements received in response to the Sources Sought Notice determined that the proposed Request for Proposal (RFP) would be issued on a Full and Open Competition basis. The Government intends to solicit and awar d Firm-Fixed-Price, Indefinite Delivery Indefinite Quantity contracts for contractor support of the Force Management School at Fort Belvoir, Virginia. The Government intends to negotiate and award a single contract for FMS Core Functions and multiple contr act awards for AFMS Non-Core Functions. The expected period of performance will be for a Base Period of 12-months with four (4) 12-month Option Years. The contractors shall provide support to the Army Force Management School for comprehensive force managem ent support services to a wide range of Government agencies to include the Executive Branch, and Congressional Committees and to provide in-depth education and training to both military and civilian personnel in the entire spectrum of Force Management, to include the why and how to of determining force requirements and alternative means of resourcing. The contractors will provide for the focusing of force capabilities centered upon the processes, system of systems and regulatory basis of force management an d the capabilities that must be sustained through management of doctrinal, organizational and materiel change. The four critical support areas are: (a) Comprehensive Force Management support services to a wide range of Government agencies to include the Ex ecutive branch of the Government and Congressional Committees; (b) In-depth cost effective training, and education to both military and civilian personnel; (c) assist and support the development and establishment of National Security Systems, National Secu rity Decision-Making Systems, and training of foreign military forces; and, (d) provide the means of maintaining currency of specified force management publications, regulations, manuals, pamphlets, circulars and associated documents, providing review, upd ating, and publication of Force Management related publications. The contractor(s) also will provide, through the AFMS, with the means of maintaining currency of specified force management publications, regulations, manuals, pamphlets, circulars and associ ated documents, providing review, updating, and publication of force management related publications. The RFP will be made available to all interested parties at the Defense Contracting Command-Washington homepage on 21 May 2004 (date of issue).
