Description
This is the Attachment to the previous modification that was inadvertently omitted. ATTACHMENT 1- 1. DESCRIPTION OF SERVICES. Except as otherwise stated in this contract, the contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and services necessary to perform air transportation services for passenger movement as defined in this contract. The transportation of passengers shall be in compliance with D0D Commercial Air Carrier Quality and Safety Requirements as described in 32 CFR Part 861.3. 1.1 SPECIFIC TASKS 1.1.1. Regular Schedule. The contractor shall provide air transportation services utilizing aircraft that are IFR equipped, multi-engine, and turbine powered. Contractor base of operations shall be located at NAS Pt Mugu CA. The primary purpose of the contract is to shuttle passengers between NAS Pt Mugu CA and San Nicolas Island CA five days a week. (See subparagraph 1.1.2.) Additional passenger missions between these locations may be required during the week, weekends and holidays as well as to other off-line locations within a 500 nautical mile radius of Pt Mugu CA. (See subparagraph below entitled ?Off-Line Missions?). 1.1.2. The contractor shall transport a minimum of 130 passengers and baggage in aircraft with capability of meeting mission requirements with no more than five (5) outbound/inbound missions from Point Mugu/San Nicolas Island CA. At least 130 passengers (32,500 pounds) must be transported to San Nicolas Island CA by 0930 with the first departure from Point Mugu CA at 0700. NOTE: If more than one aircraft is used, departure times will be staggered at each location in 15 minute intervals, i.e., 0700, 0715, 0730, etc. Route pattern ?HOTEL? (61 NM) is the most commonly used Navy directed flight plan. The daily flight schedules are as follows: Monday (or first working day of the week) ? Transport a minimum of 130 passengers from Pt Mugu to San Nicolas Island within 2.5 hours of the initial scheduled departure time of 0700. Transport a minimum of 60 passengers from San Nicolas Island to Pt Mugu from 1500 to 1730. Tuesday, Wednesday, and Thursday of First Week and Tuesday and Wednesday of Second Week. Transport a minimum of 60 passengers from Pt Mugu to San Nicolas Island from 0700 to 0930 and transport a minimum of 60 passengers from San Nicolas Island to Pt Mugu from 1500 to 1730. Friday of First Week and Thursday of Second Week ? Transport a minimum of 60 passengers from Pt Mugu to San Nicolas Island from 0700 to 0930 and transport a minimum of 130 passengers from San Nicolas Island to Pt Mugu within 2.5 hours of the initial scheduled departure time of 1500 to 1730. Changes to Regular Schedule During periods of inclement weather, the regular scheduled flights may be delayed, but the passenger airlift requirement must still be met as soon as practical. Flight schedules to San Nicolas Island are subject to change during federal holidays and the holiday seasons. These changes will be made to match passenger load requirements and airfield hours. The contractor will be given ample notice of changes to the regular schedule. After Hours Additional Flights: In addition to the regular schedule, there will be add-ons to the schedule to meet test requirements. Some test operations will require week-end, evening (after 1730), and/or holiday back-up dates for completion. For example. A test operation may be scheduled for Friday with back-ups scheduled for Saturday and Sunday. If the test operation is not performed on Friday, the contractor will be required to fly on the weekend to transport passengers between Point Mugu and San Nicolas Island. 1.1.3. Off-Line Missions The contractor shall provide airlift service for extra mission requirements between Point Mugu and a 500 mile radius from 0930 to 1500 Monday through Friday. These off-line missions may be flown Monday through Friday from 0700 to 0930 and 1500 to 1730 only if lighter than normal daily passenger loads permit use of contractor aircraft. Notification of Changes and Additional Requirements: The government will give the contractor 14 hours advance notice for additional week-day requirements and twenty-four advance notice for weekend and holiday requirements. The contractor does not have to accept missions requested inside the 14 or 24 hour advance notice period. Additional missions will be scheduled so as not to exceed normal crew duty days.
