Description
This is a Request for Information (RFI). The information received will be used in assessing the availability of an air carrier to move passengers and baggage via contractor-furnished, IFR-equipped, multi-engine, turbine powered aircraft capable of shuttling passengers between NAS Point Mugu CA and San Nicolas Island CA (61 miles one-way) on a daily basis. (Monday through Friday the first week and Monday through Thursday the second week. Approximately 370 outbound and 370 inbound the first week and 310 outbound and 310 inbound the second week). There will be four Line Items on the solicitation. The first will be a monthly price for dedicated aircraft. The second will be for a per mile rate for the weekly missions between Pt Mugu and San Nicolas (Estimated 196,664 miles per year). The third will be for extra weekly missions from Pt Mugu to San Nicolas (about 74 missions per year). The fourth will be off-line missions flown during non-peak hours (approximately 12,000 miles per year) within a 500 mile radius of Point Mugu. Requires aircraft with the capability to move 130 passengers with no more than five outbound missions within 2.5 hours from Point Mugu to San Nicolas. The estimated miles are based on a 26 seat aircraft, the minimum acceptable aircraft seating needed to perform this requirement. Each passenger with baggage will weigh 250 pounds (210 plus 40 pounds of baggage). The applicable North American Industry Classification System (NAICS) code is 481211. Based upon the results of this RFI, anticipated period of performance is from 1 November 2004 through 30 September 2005 with four 12-month option periods. This agency is interested in obtaining responses to this RFI from prospective contractors but no contractor shall be reimbursed for providing this information; therefore, the Air Force will accept the requested information in whatever format it is provided. All information provided by the contractor will become property of the Air Force and will not be returned.
