Description
The National Archives and Records Administration (NARA) intends to issue a Request for Proposal (RFP) in a negotiated procurement for operation, preventative maintenance, and repair services on the building systems, structures and ground structures for the Harry S. Truman Presidential Library/Museum and associated buildings and fixtures at Independence, Missouri. The main building is approximately 46 years old. The systems and support equipment that the Contractor will be responsible for operating and maintaining vary in age, with some items dating to the initial main building construction. The building is comprised of public space for exhibits and presentation of films and videos; public meeting spaces for programs; offices; research rooms; and areas used to store historical documents, photographs, film, video, historical objects, and works of art. The Truman Presidential Library/Museum has a high level of visibility to both Government and non-government organizations. It hosts many visitors on an individual and group basis. As a result, high quality operations and maintenance services are essential services to the day-to-day operation of the library. The facility represents a significant investment that must be properly operated and maintained to prevent deterioration of the building and the invaluable records stored therein. For the protection of the documents which are sensitive to chemicals and atmospheric conditions, there are restrictions on the introduction of chemicals, gases, oils, etc. The Presidential Library/Museum staff?s working hours are between 6:00 AM to 7:00 PM p.m. Sunday through Saturday, excluding Thanksgiving, Christmas, and New Year?s Day holidays. However, the building is occupied 24 hours a day, including weekends and holidays, by security, janitorial, and other contract personnel. Public access hours for specific locations are as follows: Museum (Closed Thanksgiving, Christmas, and New Year?s Day holidays) Monday ? Wednesday, and Saturday 9:00 AM ? 5:00 PM Thursday 9:00 AM ? 9:00 PM Sunday 12:00 PM ? 5:00 PM Research Library (Closed Thanksgiving, Christmas, and New Year?s Day holidays) Monday through Friday 8:30 AM ? 5:00 PM Saturday Opened By Request Only The contract awarded as a result of this RFP will be a Firm-Fixed Price contract with Department of Labor wage determinations incorporated. The Term of the contract will be for a Base Period of twelve (12) months plus four (4) twelve (12) month Option Periods. The requirement is a 100% small business set-aside. The North American Industry Classification System (NAICS) code is 561210 and the Small Business Size Standard is $23.0 Million. All responsible small business sources may submit a proposal that will be considered by NARA. Copies of the RFP, which will be available on or about May 22, 2004, may be obtained through the Federal Business Opportunities web site at www.fedbizopps.gov. It is the Offeror?s responsibility to monitor this site for the release of the solicitation and amendments, if any. All Contractors interested in receiving notification of updates/amendments to the solicitation posted on the EPS are urged to enroll on the web site mailing list for this acquisition. Those Contractors enrolled will be notified automatically of any changes made to the RFP through their e-mail addresses. No telephone or fax RFP request will be accepted. *****
