- Description
- This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, which is issued as a Request for Quotation (RFQ); quotes are being requested and a written solicitation will not be issued. Offerors are required to use the On-Line RFQ system to submit their quote. The On-line RFQ system is linked above or it may be accessed at http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=C&pin= . The information required by FAR Subpart 12.6 is included in the on-line RFQ. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. NASA/SSC intends to purchase the required items from KineticSystems on noncompetitive basis as the components for an existing government owned KineticSystem Data Acquisition are available only from one source. Interested parties, other than KineticSystems, may submit their capabilities and qualifications to provide these components in writing to the identified point of contact no later than 3 p.m. local time on 05/11/2004, fax or e-mail acceptable. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the government not to compete this proposed effort on a full and open competitive basis, based upon responses to this notice, is solely within the discretion of the government. Questions regarding this acquisition must be submitted in writing (e-mail is preferred) no later than 3 p.m. local time on May 12, 2004. It is the quoter's responsibility to monitor this site for the release of amendments (if any). Potential quoters will be responsible for downloading their own copy of this notice, the on-line RFQ and amendments (if any). An ombudsman has been appointed - See NASA Specific Note "B". Submitted proposals shall be at no cost to the Government. Any referenced notes may be viewed at the URLs provided in the body of the following. The Government has a requirement for maintenance components for use in an existing, government-owned KineticSystem equipment, a Data Acquisition System used for high volume data collection and recording associated with Space Shuttle Main Engine ground testing. Following is a list of the required components, which shall be functionally and operationally compatible with KineticSystem Data Acquisition System: (a) 3 EA Model #840312-03, 8300AU Amplifier Signal Control (ASC), S/G comp. balance; (b) 4 EA Model #840311-03, 8300AU ASC, S/G manual balance; (c) 3 EA Model #840213-03, 8300AU ASC, T/C cal; (d) 3 EA Model #840110-03, 8300AU ASC, Amp only; (e) 3 EA Model #840515-03, 8300AU ASC, RTD; (f) 1 EA Model #PRESYS 1000, Presys 1000 System Front-end Master chassis w/pad 16-3 A/D converter; (g) 4 EA Model #201220-00, 28 Volt Opto ISO Digital-in Card; (h) 2 EA Model #201215-00, 32-Bit Counter Card; (j) 1 EA Model #201060-00, IEEE488 Computer Interface; (k) 1 EA Model #201130-10, FIFO Empty Card; and (l) 1 LOT, Commercial warranty for minimum of 1 year. Items shall be delivered FOB destination to Ship To location; any cost for shipment in excess of component pricing may be provided as a separately proposed cost line item. SHIP TO LOCATION: NASA/Transportation Officer Building 2204, John C. Stennis Space Center, Stennis Space Center, MS 39529-6000. The provisions and clauses in the RFQ are those in effect through FAC 2001-21. The NAICS code and the small business size standard for this procurement are 335314 and 750, respectively. The quoter shall state in their quotation their size status for this procurement. Items are required to be delivered within 70 calendar days following date of award; partial shipments are authorized. The DPAS rating for this procurement is DO-A7. Quotes shall include solicitation number, FOB destination to ship to location, proposed delivery schedule, discount/payment terms, warranty information, taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Quoters are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commerical Items form found at URL: http://www.hq.nasa.gov/office/procurement/regs/nfstoc.html . Award will be based upon overall best value to the Government, with consideration given to the factors of proposed technical merits, delivery schedule, price, and past performance; all of equal value. It is critical that offeror (s) provide adequate detail to allow evaluation of their offer (see FAR 52.212-1 (b)).
