Description
The Environmental Protection Agency, Office of Superfund Remediation Technology Innovation (OSRTI) has a requirement for Multi-level Multi-matrix Organic Sample Analyses. This requirement will provide a contractual framework for qualified laboratories to apply U.S.E.P.A. Contract Laboratory Program (CLP) analytical methods for determining the presence and concentration of specified organic analytes in multimedia. The NAICS code for this acquisition is 541380. Contractors will be required to analyze samples according to the analytical methodology, quality assurance/control, and data delivery, both hard copy and electronic data delivery (EDD), and other requirements set forth in the Statement of Work (SOW) SOM01.0 and in accordance with the terms and conditions of the resulting contract. The draft SOW is posted at http://www.epa.gov/superfund/programs/clp/som1.htm. The Agency expects to finalize the SOW on or about June 2004. The Agency intends to award multiple indefinite delivery/indefinite quantity type contracts with a one-year base period and four 12-month option periods to meet the Agency's sample analyses need of 48,000 samples per year. It is anticipated that up to 50% of the awards will be set aside for award to small businesses. In an effort to streamline the procurement process, and to utilize the internet and electronic communications to the maximum extent possible, this RFP, any amendments, and other related items for this procurement will be posted at this website: http://www.epa.gov/oam/srpod. The Agency intends to post a draft RFP on or about May 17, 2004. The Agency intends to hold a presolicitation conference in conjunction with the Superfund Analytical Conference on June 9-10, 2004, in Portland, Oregon. A link to the conference website will be posted as it becomes available. Solicitation PR-HQ-04-11340 will be issued as a Request for Proposal (RFP) on or about June 24, 2004. Interested offerors are required to download the RFP and all related documents from this website. No printed copies of the RFP will be available. Offerors will be evaluated on factors which may include past performance, satisfactory performance on Pre-Award Performance Evaluation Samples (PA-PES), Contractor Compliance Screening (CCS), price, Quality Assurance Plan, Standard Operating Procedures and satisfactory results of on-site laboratory inspection, as applicable. Offerors will be required to request Pre-Award Performance Evaluation Samples from the Contracting Officer by the date specified in the solicitation. Complete instructions regarding this process will be included in the RFP.
