Description

The purpose of this synopsis is for the Naval Air Systems Command (NAVAIR) to announce it's intent to negotiate on a sole source basis with Protective Materials Company (PMC) for additional Non-Recurring Engineering (NRE) in the design and development of a non-ballistic prototype of the CH-53D and MH-53E Ballistic Protection System (BPS). A firm fixed price (FFP) contract currently exists for the CH-53E BPS non-ballistic prototype in which NAVAIR intends to negotiate under for the additional H-53 airframes. The current contract is the result of an unsolicited proposal, as defined in FAR 15.603(c). The BPS has been proven to significantly increase protection of injury from below with a minimal payload to the aircraft. The intent is for an additional 6 month FFP period of performance.
