Description
NOTE: Any prospective Offeror interested in obtaining plans and specifications for this solicitation must register on our website at http://ebs.sas.usace.army.mil/. Contractors may view and/or download this solicitation and all amendments from the I nternet after solicitation issuance. Description of work: This project will design and construct a Training Aids Facility of approximately 28,000 square feet. The building serves as a production center for instructional materials and services and include s as main functional areas a plastics shop, a cabinet shop, a machine shop, and electronics shop, and a paint shop along with administrative office spaces. Supporting facilities include utilities; electric service; security lighting; sewer and storm drain age; paving, walks, curbs and gutters; parking; information systems; and site improvements. Also included in the project is the demolition of ten buildings totaling approximately 61,483 total square feet. The project will be solicited and procured using a one step design build request for proposals in accordance with FAR 36.32. Offerors are required to submit a price and technical proposal. Each proposal shall contain the Offerors best technical proposal and best price. Award will be made to an Offeror whose technical submittal and price proposal contain the combination of the criteria requested that offer the best value to the Government. Proposals shall include sufficient detailed information to allow c omplete evaluation. The Government reserves the right to reject any and all offers. Offerors are reminded that while the Government may elect to consider data obtained from other sources, the burden of proof of acceptability rests with the Offeror. The technical proposal will be evaluated utilizing the following factors: PRICE is equal in importance to ALL TECHNICAL FACTORS when combined. Weight among technical factors: FACTOR l - OFFEROR PAST PERFORMANCE. This factor is equal in importance to factor 2; is more important than factor 3; and, is significantly more important than factors 4 and 5. FACTOR 2 - CORPORATE RELEVANT SPECIALIZED EXPERIENCE. This factor is equal in importance to factor 1; is more important than factor 3; and is significantly mor e important than factors 4 and 5. FACTOR 3 ?????? BUILDING & SITE FUNCTION AND AESTHETICS . This factor is more important than factors 4 and 5. FACTOR 4 ?????? PROJECT MANAGEMENT PLANS and SCHEDULES. This factor is equal in importance to factor 5. FAC TOR 5 ?????? BUILDING SYSTEMS. This factor is equal in importance to factor 4. The anticipated cost range is $1,000,000 to $5,000,000. Network Analysis will be required. This solicitation is issued on an unrestricted basis pursuant to the Business O pportunity Development Reform Act of 1988 (Public Law 100-656). This solicitation will be issued in electronic format only and will be available on or about 27 May 2004 on the Internet at http://ebs.sas.usace.army.mil. Notification of amendments will be through use of the Internet. No additional media (CD-ROM, floppy disks, faxes, etc.) will be provided.
