Description
The following is a revision of RFI FA4428-04-I-0015 posted on 28 Apr 04 and amended on 3 May 04. The information received will be used in assessing the availability of an air carrier to move passengers and baggage via contractor-furnished, IFR-equipped, multi-engine, turbine powered aircraft capable of shuttling passengers (210 pounds per passenger with 40 pounds baggage) between NAS Point Mugu CA and San Nicolas Island CA (61 miles one-way) on a daily basis. There will be three air transportation Line Items on this RFI. See Attachment 1 for details. (ATTACHMENT 1 CAN BE FOUND IN RFI MODIFICATION 3 POSTED ON 6 MAY) At both Pt. Mugu and San Nicolas, passengers will be manifested by name and actual weight. Baggage will be given on the manifest in pieces and actual weight. Government personnel will load baggage (as directed by contractor personnel) and board the passengers (from the gate to the bottom of the boarding ladder). Plan on 15-minute turn-around (block-in to block-out) at Pt. Mugu without fueling, 20 minutes if fuel is required, and called for via radio, prior to arrival at the gate. Plan on 10-minute turn-around at San Nicolas. Fuel supplies are very limited at San Nicolas and are not normally available. The taxi time at Pt. Mugu for the normal use runway is about three minutes. At San Nicolas the taxi time will seldom exceed one minute. Passenger/baggage security screening is not part of this contract. The applicable North American Industry Classification System (NAICS) code is 481211. Based upon the results of this RFI, anticipated period of performance is from 1 November 2004 through 30 September 2005 with four 12-month option periods. This agency is interested in obtaining responses to this RFI from prospective contractors but no contractor shall be reimbursed for providing this information; therefore, the Air Force will accept the requested information in whatever format it is provided. All information provided by the contractor will become property of the Air Force and will not be returned. Responses are now requested by 17 May 2004 and should include a point of contact, phone number, fax number, and e-mail address.
