Description
The South Texas Veterans Health Care System (STVHCS) has a requirement for a firm fixed-price indefinite delivery/indefinite quantity (IDIQ) contract for multi-discipline Architect Engineer (A/E) Services on an as needed basis in support of the San Antonio and Kerrville Division Medical Centers, including Outpatient Clinics located in Corpus Christi, McAllen, Laredo, Harlingen, and Victoria. Typical services include, but are not limited to, design services through schematic design, Request for Proposals (RFP's), packages for design/build projects, technical studies, design reviews, cost estimating, value engineering studies and presentations, construction period services, construction submittal review, site-visits during construction, and specialty services not available through the design A/E such as constructability review and quality assurance/quality control. In addition, the IDIQ/A/E must be able to provide all disciplines, architectural, structural, civil, electrical, mechanical and plumbing as required by the STVHCS. The IDIQ/A/E may be utilized for all services, including but not limited to design for minor construction, Non-Recurring Maintenance (NRM), and Station Level Projects (SLP). The resulting IDIQ contract(s) will be for a period not to exceed five years or the maximum dollar amount of the contract. The Government is uncertain as to the number of task orders that will be placed from date of awarding the IDIQ contract; however, a minimum of $25,000 and up to a maximum of $1,500,000.00 is anticipated per contract awarded. Individual task orders may be issued for any amount up to $450,000.00. It is noted in accordance with the Small Business Competitiveness Demonstration Act of 1988 (Public Law 100-656) that A/E contracts, and task orders with a value of less than $50,000 must be set-aside for emerging small businesses. By definition in Federal Acquisition Regulation (FAR) Subpart 19.1002, Emerging Small Business is defined as a small business concern whose size is no greater than 50% of the numerical size standard applicable to the North American Industry Classification System (NAICS) code. Although this procurement action is unrestricted, emerging small businesses, small businesses, veteran-owned small businesses, service-disabled veteran-owned businesses, HUBzone small businesses, small disadvantaged businesses, and woman owned small businesses are strongly encouraged to submit 254's and 255's as requested. The STVHCS will make award or awards for a set of all-inclusive hourly rates, and negotiations on individual task orders will be limited to the hours and disciplines required to perform each task order. A/E's will be required as part of each design to conduct complete field verification. As-built drawings will be provided for each task order; however field verification is mandatory. A/E's will also be responsible for electrical tracing and for Heating, Ventilation and Air Conditioning (HVAC) Systems, Cubic Feet Minute (CFM) measuring as directed by the Contracting Officer on each task order. All Firms desiring consideration are invited to submit current 254's and 255's by close of business June 7th, 2004. Facsimile copies are not acceptable; however if available electronically they may be submitted to Lisa.Torrez@med.va.gov, and to Hal.Morriss@med.va.gov. If submitted electronically, the Firm is responsible for ensuring delivery. Evaluation factors for consideration of qualifications listed in descending order of importance are: (1) Professional qualifications necessary to support satisfactory performance of required services; (2) Specialized experience and technical competence to support satisfactory performance of required services; (3) Ability to provide telephonic/electronic response between the hours of 8 a.m. and 4:30 p.m. CST Monday-Friday, and be on site within four (4) hours of notification by the Contracting Officer; (4) Past performance will be evaluated to ensure an offeror is able to perform the contract successfully. Each offeror shall identify past or current contract/agreements for efforts similar to the requirements stated. The past performance information can include, but is not restricted to, performance information regarding predecessor companies, key personnel who have relevant experience, or subcontractors that will be performing major or critical aspects of the requirement. In the case of an offeror without a record of relevant past performance or for who information on past performance is not available, the offeror may not be evaluated favorably or unfavorably on past performance. The area of consideration will be limited to the State of Texas and firms within a mileage radius commensurate with the requirements of evaluation factor (3). North American Industry Classification System (NAICS) codes are 541310 and 541330. The size standard for each is $4.0 million. To be considered as an emerging small business firms gross annual receipts cannot exceed $1,999, 999.99 for the past three (3) years.
