- The Department of Veterans Affairs (VA) Veterans Health Administration (VHA) Office of Information (OI) Health Systems Design & Development (HSD&D) is seeking sources for the VistA Contract Support (776-04-190) and Rehosting (776-04-191) acquisition. The planned acquisition strategy will be provided under a multiple award IDIQ contract that will be awarded under the GSA Group 70 Federal Supply Schedule for a base period and 4 annual optional renewal periods. The purpose of the sources sought synopsis is to determine possible sources and contractor team arrangements in accordance with FAR Subpart 9.6. The contract will provide for performance measures with incentives and specific socioeconomic goals to include disabled veteran-owned firms. The contractors will be expected to provide non-personal services for all support services necessary for the development and maintenance of a software suite known as Veterans Health Information Systems Technology and Architecture (VistA). VistA includes over 100 applications and is run at 140+ VA health care facilities nation-wide. VA is in the process of modernizing VistA by moving applications, one at a time, off the M platform and onto modern platforms including Java 2 Enterprise Edition (J2EE) and relational database systems. While the current VistA System is undergoing an overall modernization it still requires ongoing maintenance and support. Place of performance shall be designated in each task order. The projects under this IDIQ contract are not all inclusive: Bar Code Medication Administration, Blood Bank Replacement, Capacity Management, CIO Laboratory, CIRN (Clinical Information Resource Network), Clinical Care, CPRS (Computerized Patient Record System), Data Quality Improvement, Enrollment, FHIE VA/DoD Support, IFCAP, VistA Imaging, M Toolset and DB Replacement, Maintenance and Modernization, National Database Administration, Open VistA, Out of Cycle Development, VistA Scheduling Replacement . The government does not intend to award a contract on the basis of this sources sought synopsis or otherwise pay for the information requested. The Government does not intend to limit either the number or types of teaming arrangements entered into by the potential offerors . Any firm capable of satisfying the requirement shall furnish a General Capability Statement (Not to Exceed 5 Pages), to include the following information: Past Performance for recent and relevant contracts for same or similar type equipment and services. The statement shall include Contract Numbers, Dollar value of contract, and Points of Contact with phone numbers and email. Vendors shall furnish this information for at least three ongoing or completed contracts within the past three years, held with the Department of Veterans Affairs, or other Government agencies.
