- Solicitation No. FN1195-04 is solicited for drawer slides to be provided to UNICOR. A copy of the solicitation may be downloaded from the UNICOR web page. This is a full and open competitive Request for Proposal, negotiated requirement type of solicitation. The contract resulting from this solicitation is to provide drawer slides to F.O.B destination to various Federal Prison Industries. (See destination points on pages 76 and 80 of the solicitation package). Offerors are advised that the Government intends to evaluate proposals and award on an all or none basis. Therefore, the initial proposal should contain the offerors best terms from a past performance, specification and statement of work, price and other factors specified in this solicitation. The Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The time for receipt of proposals is June 17, 2004 2:00 PM (Eastern Standard Time). Vendors may submit a signed and dated Federal Express, mailed, facsimile or hand carried proposal to UNICOR, Federal Prison Industries, Inc., (FPI), Office Furniture Group, 400 First Street, NW, 7th Floor, Attn: Bid Custodian, Washington, DC 20534. All proposal must reference the solicitation number and due date for receipt of proposals. In addition to this, each proposal must contained the name, address, telephone number of offeror, technical description of item offered, any discount terms that are offered and the remittance address (if different from current mailing address). Offeror must hold unit prices firm in its offer for 90 calendar days from date specified for receipt. If offer is not submitted on a SF1449, submit on company letterhead with a statement specifying the extent of agreement with all terms, conditions, and provision included in the solicitation. All offers that fail to furnish required representations and certification or other required information and/or reject terms and conditions of the solicitation may be excluded from consideration. The small business size standard is 500. NACIS Code is 332510. The line item numbers, description, estimated quantities being solicited will be identified in the solicitation package. This is a delivery orders requirement type of contract. Orders will issue by all authorized at Federal Prison Industries excluding the Contracting Officer Technical Representative (COTR). Period of Performance is date of award through one base year, and four, one year option periods. Delivery Acceptance is 21 days after receipt of each delivery order. Delivery Hours: 7:30 AM through 2:30 PM, Monday through Friday notwithstanding emergencies and Federal Holidays. 52.211 16 Variation in Quantity:+/ 5% applied to each delivery order. The delivery Order Limitation minimum and maximum quantities the Government requires by this contract is located on Page 86 of the solicitation. Please notice special Packaging and Marking instructions. Proposal Samples are required. This is a domestic requirement. A written notice of award or acceptance of offer will be mailed or acceptance otherwise furnished to the successful offeror within the time for acceptance specified in the solicitation, shall result in a binding contract without further action by either party. Before the offer expiration time, the Government may accept a offer or part of a offer after its receipt unless a written notice of withdrawal is received before award.
