Description
This is a combined synopsis/solicitation for commercial items, prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation, No. RFQ-NCI-40063-NV includes all applicable provisions and clauses in effect through FAR FAC 2001-23. The acquisition is being made in accordance with the test program for using simplified procedures for certain commercial items authorized in FAR 13.6. The North American Industry Classification code is 334516, and the business size standard is 500 Employees. This solicitation is set-aside for small business. Background: The electromyography section of OCD, NINDS is responsible for diagnosing disorders of peripheral nerves in patients enrolled in all protocols in the NIH Clinical Center. Ultrasound has often been used for assessing muscles and soft tissues. New, higher frequency probes now allow visualization of small, superficial nerves. Although many companies make ultrasound machines that can do musculoskeletal imaging, their probes generally use frequencies too low to visualize nerves very well. Requirement: OCD/NINDS requires a portable diagnostic ultrasound with high-frequency-high resolution probe that can produce frequencies up to 12MHz. The system should be able to generate hard copy printouts of images. Twelve hours of training by an individual with more than five years nerve ultra sound experience is required for 4 employees. Offerors must provide descriptive literature, or other materials that demonstrate that their offer meets the foregoing requirements. The contract will be awarded to the responsible offeror with the lowest price offer that fully meets the requirements of the solicitation. The following FAR clauses cited in paragraph (b) of the clauses at FAR 52.212-5 are also applicable to this acquisition; FAR 52.222-26; EQUAL OPPORTUNITY; FAR 52.222-35, AFFIRMATIVE ACTION FOR DISABLED VETERANS AND VETERANS OF THE VIETNAM ERA; FAR 52.222-36, AFFIRMATIVE ACTION FOR WORKERS WITH DISABILITIES; FAR 52.222-37, EMPLOYMENT REPORTS ON DISABLED VETERANS AND VETERANS OF VIETNAM ERA; FAR 52.225-3, BUY AMERICAN ACT SUPPLIES; AND 52.232-34, PAYMENT BY ELECTRONIC FUNDS TRANSFER-OTHER THAN CENTRAL CONTRACTING REGISTRATION.
