Description
This synopsis represents a market survey for the National Institutes of Health, Clinical Center which is seeking to identify qualified and responsible SBA certified HUBZone firms with the technical competency to perform janitorial cleaning services as further described below for the Clinical Research Center (CRC) and the Edmund J. Safra Family Lodge at the National Institutes of Health (NIH). THIS IS NOT A REQUEST FOR PROPOSALS AND THERE IS NO SOLICITATION DOCUMENT AVAILABLE. The applicable North American Industrial Classification System (NAICS) code is 561720. The new Mark O Hatfield Clinical Research Center (CRC) as part of the Clinical Center (CC) will serve as the focal point for all clinical research studies requiring inpatient and day hospital services for all of the Institutes of the National Institutes of Health. The building will house patient care units, laboratories and offices and will consist of 242 inpatient beds and 83 Day Hospital stations. The Edmund J. Safra Family Lodge is a 28,000 square foot facility with 34 guest rooms and will house family members of patients undergoing treatment at the Clinical Research Center. These buildings are presently under construction but will soon be completed. The estimated square footage in both buildings that will require cleaning will range between 650,000-700,000 square feet. The various types of cleaning that will be required for both facilities are: initial clean, maintenance cleaning, occupied cleaning and special event cleaning. There will frequently be the need for multiple types of cleaning in multiple locations to be done simultaneously in both facilities. Additionally, with the exception of floor finish, the vendor would be required to provide all of their own supplies and equipment and provide their own storage. No storage will be provided by the Government for this project.The vendor must also have verifiable experience in cleaning occupied research laboratory areas. Interested SBA certified HUBZone firms are encouraged to submit capability statements which specifically address ALL of the following items. Please note that failure to specifically address each of the items below in your capability statement may affect further consideration of your capability statement. The capability statement shall be in sufficient enough detail so that the Government can determine the capability of your firm. The capability statement must specifically address ALL of the following information, otherwise no further evaluation of your capability statement will be performed : At least three past performance references-including name of organization to whom the cleaning services were provided, size of facility cleaned, total dollar amount of contract, period of performance of contract, name and telephone numbers of individuals to contact for past performance references. At least one of these past performance references should be from an occupied research laboratory that your firm has cleaned. Describe how your firm obtains, trains and manages increasing numbers of staff over a short period of time and how adequate staffing is ensured when there are multiple cleaning functions required in multiple locations. Describe all of the various types of training provided to your staff , including the specialized training required for the cleaning of occupied research laboratories. Copies of written training policies and procedures should also be included as part of this description. Describe your organizations policies and procedures for stripping and refinishing floors. Provide detailed information that clearly demonstrates the ability of your firm to perform multiple cleaning functions in multiple locations and to clean large spaces with the square footage such as those in the Clinical Research Center and the Edmund J. Safra Family Lodge. This description should also include your procedures for managing staff under potentially very short timeframes for the completion of work in these multiple locations. Describe your firm?s specific experience in cleaning occupied research laboratories and exactly how the cleaning procedures were handled. Furnish a complete description of how this project would be staffed, including a resume for an on-site Project Manager that would be utilized to managed the on-site cleaning staff. Your written capability statement, including all supporting documentation should be submitted to the address in this synopsis no later than 15 days after the published date of this synopsis.
