Description
Title: Sources Sought for Equipment that could provide both day and night capability for the Knights SR-25 long-range weapons system. Background: The mission of the Department of Energy (DOE), National Nuclear Security Agency (NNSA), Office of Secure Transportation (OST) is the safe and secure transportation of nuclear weapons, special nuclear material, selected non-nuclear weapons components, limited-life components, and other materials for the NNSA/OST. The Technology Evaluation Branch (TEB) within the OST is to find, evaluate, procure, and field new technologies/equipment that will enhance mission safety and security. Description: The Department of Energy (DOE), National Nuclear Security Agency (NNSA), Office of Secure Transportation (OST) is seeking to identify qualified private sector vendors capable of providing the equipment/system that could provide both day and night capability for the Knights SR-25 long range weapons. We are seeking information on equipment that could provide both day and night capability to determine what kind of combination of long range optics, infrared (IR) scopes or imagers, pointer/illuminator/aiming laser, and/or thermal imagers/weapons sights we could purchase that would provide the user with flexibility. Personnel using this system would be the equivalent of a well-trained foot soldier. The equipment/system must meet the following requirements: 1) it should be capable of identifying a human-size target at approximately 1200 yards daytime and approximately 600 yards nighttime, 2) it should be all weather, day/night capable, 3) it should be operator friendly in all conditions, 4) any removable optics and/or image intensifier must maintain accurate sighting functionality when re-installed, 5) weight is a consideration, lighter rather than heavier, and 6) the system must maintain zero during transport (vehicle and foot) and extended firing. Requested Information: Interested firms are asked to submit information that provides (1) company point of contact and address/phone/e-mail, (2) experience in manufacturing day/night capable equipment, (3) facilities and technical abilities to perform this type of effort, (4) cost estimates, (5) proposed contract type, (6) period of performance/delivery schedule (7) any other qualifications, certifications or other technical or contractual information you deem appropriate to aid the Government in their assessment of this activity. Responses are due by Friday, June 4, 2004. and shall be electronically submitted to: Vicki Cole-Orr at vcole-orr@doeal.gov and Kim Gallegos at kgallegos@doeal.gov using the attached submittal cover sheet. Disclaimer: This request for information does not constitute a commitment, implied or otherwise, that a procurement action will be issued, nor will the government pay for the information solicited in this announcement. Small Business Preference: NNSA is a strong advocate for the small business community and interested small businesses/lead teams and joint ventures that qualify as small businesses are especially encouraged to submit a response to this notice. The NAICS for this effort is 333314 Optical Instrument and Lens Manufacturing with a size standard of 500 employees.
