Description
The government intends to award a new contract in support of the Force XXI Battle Command Brigade and Below (FBCB2) System for the production of Installation Kits, Cables and Support equipment, on a sole source basis to Northrop Grumman Mission Syste ms (NGMS). This action is for a four-year Firm-Fixed-Price (FFP)/Time and Materials (T&M), Indefinite Delivery Indefinite Quantity contract for up to 13,000 installation kits, associated cables, drawings and engineering support. The installation kits, ass ociated cables, and drawings will be acquired by Delivery Orders issued on a Firm Fixed Price (FFP) basis and the engineering support will be acquired on a T&M basis. The FBCB2 System provides soldiers and leaders in combat, combat support, and combat serv ice support units, at the brigade and below level, with on the move, near-real-time Situational Awareness, and Command and Control information and provides a means for brigade and battalion commanders to lead when away from their Tactical Operation Centers (TOCs). The FBCB2 System is a key component of the Army Battle Command Systems (ABCS) and interfaces with the Army Tactical Command and Control System found in battalion and brigade TOCs. The FBCB2 Installation Kits, cables and Supports the FBCB2 Applique +V4 computer systems which are implementing the Army's objective of digitizing the battlefield. This procurement is to be acquired on a sole source basis Northrop Grumman Mission Systems (NGMS), 1800 Glenn Curtiss Street, Carson, CA 90746-6213. The Govern ment has conducted market research in support of this requirement and concludes that NGMS is the only responsible source. The statutory authority for this action is 10 U.S.C. 2304 (C)(1) as implemented by FAR 6.302-1, Only One Responsible Source. NGMS i s the incumbent on this Production of FBCB2 Installation Kits, Cables and Support equipment effort which is ongoing. NGMS is also the software developer under a separate Systems Engineering and Integration contract. Responders are requested to provide su fficient detail for the Government to assess the ability to produce up to four thousand installation kits per year, meeting the environmental conditions of the military platforms, and the form factors defined by the space claims of these platforms. The Gov ernment requires installation kits and cables that are form, fit and functionally interchangeable with previously acquired installation kits and cables to ensure operation and installation on the vehicular platforms using the FBCB2 System. The installatio n kits and cables for the FBCB2 System must meet extreme requirements, including environmental, Nuclear, Biological and Chemical protection, and Electro-Magnetic Interference requirements. A solicitation will be posted to the Interactive Business Opportunity Page (IBOP) on or about 20 May 2004. Proposals will be accepted 30 days after solicitation is posted. See notes 22 and 26.
